McDonald C. Peacock P. Hechenbleikner The meeting was called to order at 7:30 p.m. at the town hall. G. Thompson made a motion to accept the minutes of the 9/28/95 meeting. It was seconded by C. Peacock and voted 5-0-0. George then reviewed the 10 year Capital Improvement Plan (1996- 2005). He explained that 6.53% of the town budget is capital, and that presently the cumulative balance is a negative. Hopefully, the sale of town land will cover this item. P. Hechenbleikner reviewed Articles 3, 8, and 9 for Fall Town Meeting (3-Capital Improvement Program Amendment; 8-Appropriation for landfill closure; 9-Cemetery development) the source of funding for the Ten-Year Capital Improvement Program and the Ten-Year Capital Improvements Financing Plan. He explained the Finance Plan discussing FY 1997 with key areas as follows: • New fire department radio system • Cash reserves - free cash • SBAB and cemetery reimbursement • Sale of Bear Hill and Pearl St. School Peter then reviewed the Capital Improvement Project Request Form that department heads will be completing. With input from these forms, Peter's FY 1997 capital package will be given to the subcommittee by the end of November. Also, we discussed Town Meeting warrant articles and a possible state grant for the police station, the town/school technology plan, the town swimming pool and downtown initiatives. It was agreed to take a tour of capital projects such as the water treatment plant, newly reconstructed/paved roads, and the recently acquired fire engine. Peter agreed to set this up for Saturday morning, November 18, 1995, as our next meeting. The meeting adjourned at 9 p.m. Robert J: Cavicchi
