HomeMy WebLinkAbout1996-05-02 ad Hoc - Capital Improvements Advisory MinutesCAPITAL IMPROVEMENTS ADVISORY SUBCOMMITTEE Meeting Minutes May 2, 1996 Present: G. Thompson, Chairman, J. Keigley, R. Cavicchi, R. McDonald, C. Peacock, Members, P. Hechenbleikner, Town Manager The meeting was called to order at 7:30 p.m. at the Town Hall. G. Thompson reviewed the agenda and asked for motions to accept the minutes of the February 1, 1996 and the March 11, 1996 meetings. They were accepted on 5-0 and 4-0-1 votes respectively. The Committee then reviewed the Subcommittee process for the 1995-1996 period. There was discussion concerning if the Committee should meet department heads and/or visit departments and areas of the town. Also, should the Committee follow large projects such as the swimming pool, high school etc.? Agreement was reached to visit major areas, but not meet in July or August. After brief comments concerning the Police Station project the following meeting schedule was established. May 22, 1996 6:30 p.m. D.P.W. An updated list of equipment will be requested. June 26, 1996 6:30 p.m. Pool and the parks in the Birch Meadow area. September 18, 1996 7:00 p.m. Joshua Eaton School. We will request an update on the different committees within the school department such as the High School Committee, the Killam School Committee etc. For information purposes it was decided to send the meeting minutes of the Capital Subcommittee to the chairman of the Finance Committee. The results of the Debt and Capital Spending Survey that was conducted by Peter with eight other towns was reviewed and discussed as compared to Reading. Direct comparisons are difficult because different towns have different needs. However, the Committee felt that Reading was well focused in this area and that our percentage of capital dollars to total dollars was appropriate. George will publish the survey results in descending order. With a brief discussion Peter stated he was working on a Capital Improvements Manual which he would publish when complete.
