CIAS met at 7:30pm in the Town Hall Conference Room. Present were Cathy Martin,
Carol Grimm and Peter Hechenbleikner.
Sue Cavicchi, Tom Stohlman, and Dr. Harutunian attended to discuss a motion by the
School Committee to purchase 4 new portable classrooms to be set up at the Barrows
School. The projected cost is $240,000 (4 portable classrooms at $80,000 each). The
impact of this potential action on the Capital Plan was discussed. It was noted that the
Town does not issue debt for individual items under $100,000. The CIAS raised several
issues including the cost of transportation of students and where there was space for 4
portables at Barrows. The School Department is going to look at alternatives to
addressing class size issues other than the addition of 4 new portables.
Peter Hechenbleikner presented a final draft of the FY 1998 -FY 2007 Capital
Improvement Program. A number of issues were addressed in this draft.
1) Open space spending is every other year.
2) The $200,000 for optical fiber cable was removed.
3) The library cafe was removed.
4) $100,000 for the compost center was taken out.
5) The Coolidge renovation was reduced to $3,000,000.
6) DPW expansion was moved to FY 01.

We agreed to distribute the plan to lain. Com., Board of Selectmen, School Committee
and RMhD for their review and comment. Carol Grimm agreed to do a cover letter for
distribution.
