October 5, 1994
A meeting of the Water & Sewer Advisory Committe was held at 7:52
P.M. on October 5, 1994 in the Conference Room, Reading Town
Hall, 16 Lowell St., Reading, MA.
In attendance were Chairman Gail
Committee member Richard Moore
McIntire.
Wood, Secretary Stewart Chipman,
and Public Works Director, Ted

It was moved by Stewart Chipman, seconded by Richard Moore and
approved by a vote of 3-0 to approve the minutes of the meeting
of September 28, 1994.
DEP Consent Order
The Department of Environmental Protection has submitted the
agreed Consent Order to the Town of Reading, it was signed by
Selectmen Chairman Dan Ensminger on September 27, 1994 and
returned to DEP. At this time the executed copy has not been
returned to the Town for it's files. Ted McIntire discussed a
number of items included in the Consent order including the
lagoons, the wetlands and the feasability study.
Capital
Ted McIntire reviewed the 10 year Capital Program for Water and
Sewer projects with the Committee.
Graduated Water Rates
Stewart Chipman informed the Board that the Town of Winchester
has a graduated water rate and a sewer rate and an elderly/lower
income discount. A graduated rate would encourage conservation
which would be most helpful to the Town of Reading during the
Summer months and especially due to the reduction in water supply
following the gas spill in September 1992. He noted that
Winchester's rates were broken down into three tiers as follows:
0-1500 cubic feet; 1600-4500 cubic feet; and over 4500 cubic
feet.
Sewer Methodology
Following some discussion on this item, Ted McIntire was in-
structed to acquire census information generated from Town of
Reading records and information on the population used by the
MWRA.
It was moved by Stewart Chipman, seconded by Richard Moore and
voted 3-0 to adjourn the meeting at 10:00 P.M.
