HomeMy WebLinkAbout1994-12-07 Water and Sewer Advisory Committee MinutesWATER & SEWER ADVISORY BOARD MINUTES December 7, 1994 A meeting of the Water & Sewer Advisory Committee was held at 8:10 P.M. on December 7, 1994 in the Berger Room, Town Hall, 16 Lowell St., Reading, MA In attendance were Chairman Gail Wood, Secretary Stewart Chipman, Committee member Richard Moore and Public Works Director Ted McIntire. Sewer Methodolog Stewart Chipman walked the Committee through the presentation that he had prepared. The package included the Water & Sewer Ad- visory Committee Mission, Board of Selectmen's directive to the Committee, current methodology (MWRA), current Reading methodol- ogy and sewer rate methodology scenarios. The Committee discussed the following methodology options: #1. Strict population/census to a per dwelling flat fee for MWRA debt service, flow for MWRA 0&M, flow for Town 0&M and debt serv- ice; #2. flat property, including vacant lots, for MWRA debt service, flat fee for MWRA O&M, flow for Town O&M and debt service. #3. present Reading sewer rate methodology. Stewart Chipman and Ted McIntire will meet with the Finance Com- mittee regarding the various options and Stewart will revise the presentation for the Committee. Graduated Water Rate The Committee discussed the information presented by Ted McIntire which identified a three tier system and five tier system. After much discussion it was decided to pursue a three tier system. Stewart Chipman volunteered to prepare a presentation. for the Committee. He and Ted McIntire will meet with Bill Connors, Data Processing Coordinator, and develop additional scenarios for the Committee to review. It was moved by Stewart Chipman, seconded by Richard Moore, and voted 3-0 to adjourn the meeting at 10:45 P.M.
