January 5, 1995
A meeting of the Water & Sewer Advisory Committee was held at
8:00 P.M. on January 5, 1995 in the Employees Lounge, Reading
Town Hall, 16 Lowell St., Reading, MA
In attendance were Chairman Gail Wood, Secretary Stewart Chipman,
and Public Works Director Ted McIntire.
Meeting Minutes
It was moved by Stewart Chipman seconded by Gail Wood and voted.
2-0 to approve the minutes of October 5, 1994.
It was moved by Stewart Chipman seconded by Gail Wood and voted
2-0 to approve the minutes of October 19, 1994.
It was moved by Stewart Chipman seconded by Gail Wood and voted
2-0 to approve the minutes of November 16, 1994.
It was moved by Stewart,Chipman seconded by Gail Wood and voted
2-0 to approve the minutes of December 7, 1994.
Sewer Methodology
Stewart Chipman prepared a revised presentation for the Com-
mittee. After much discussion it was noted that a fee can not be
assessed to non-users. This was to be incorporated into scenario
#I for the presentation to the Board of Selectmen on January 17,
1995.
Richard Moore joined the meeting at 8:55 P.M.
It was decided that Chairman Wood would begin the presentation
with opening remarks and Stewart Chipman would make the formal
presentation on behalf of the Advisory Committee.
Graduated Water Rates
Following extensive discussion the Committee decided to present a
three tier water rate program to the Board of Selectmen.
A memo to Ted McIntire from Beth Klepeis, Finance Director, dated
January 5, 1995, was reviewed. This memo outlined the impacts of
a graduated water rate system on the Finance Department.
Stewart Chipman volunteered to meet with Ted McIntire and Data
Processing Coordinator Bill Connors to gather data for a
graduated rate system and offered to prepare the presentation for
the Committee. The Committee felt that it would be beneficial to
identify the average usage per person per day for residential
users and also provide examples of usage for two person, four
person, and six person dwellings and other non-residential users
such as the Reading Memorial High School, multi-dwelling unit
buildings and other commercial users.
Stewart Chipman moved to recommend that the Board of Sarl'ey adopt
a three tier water rate system, second meter usage to pay a rate
equal to the third tier. The three tier system should reflect a
shallow rate structure in the first year in order to moderate the
impact on the users. It was seconded by Richard Moore and ap-
proved by a vote of 3-0.
General
Ted McIntire informed the Committee that the Board of Selectmen
would be discussing all Department budgets on Tuesday, January
24, 1995.
The Water and Sewer Advisory Committee will next meet on January
11, 1995 from 7:00 to 8:30 P.M.
It was decided to cancel the previously scheduled meeting of
January 18, 1995.
Stewart Chipman would like to discuss the subject of the Water
and Sewer Departments as a separate authority at a future meeting
of the Water and Sewer Advisory Committee.
It was moved by Richard Moore seconded by Stewart Chipman and ap-
proved by a vote of 3-0 to adjourn the meeting at 10:40 P.M.
