HomeMy WebLinkAbout1995-04-19 Water and Sewer Advisory Committee MinutesWATER & SEWER ADVISORY COMMITTEE MINUTES April 19, 1995 A meeting of the Water & Sewer Advisory Committee was held at 7:50 P.M. on April 19, 1995 in the Conference Room, Reading Town Hall, 16 Lowell St., Reading, MA. In attendance were Chairman Gail Committee member Richard Moore, tire. Wood, Secretary Stewart Chipman, Public Works Director Ted McIn- Approval of Minutes It was moved by Richard Moore, seconded by Stewart Chipman and approved by a vote of 3-0 to approve the minutes of March 13, 1995. It was moved by Stewart Chipman, seconded by Richard Moore and approved by a vote of 3-0 to approve the minutes of March 15, 1995. It was noted that there was a type-o under the heading "Water & Sewer Rate Hearing" the third paragraph, the word "Fund". Water & Sewer Rates The Committee reviewed the letter to the Board of Selectmen Chairman, Dan Ensminger, and made the following revisions to the third paragraph: the first bullet should read: "It meets the Board of Selectmen's guidelines to maintain a Reserve/ Emergency Fund balance of $200,000 which is an amount that will enable the Town to financially respond to most unforseeable problems." Un- der the second bullet it should read: "The Water & Sewer Advisory Committee and DEP staff agree that a minimum balance of $200,000 should meet the needs of the Town." The third bullet is fine, the Committee wants to add a fourth bullet which will state: "Due to the potential of major increases in expenditures related to the residual handling at the Water Treatment Plant in FY97, the Water & Sewer Advisory Committee is concerned that holding the rate to the FY95 level may result in an extraordinary in- crease in the FY97 rates." The following changes should made to paragraph five: 1. at the end of the first sentence after the word committee add "package with pages labeled All. 2. At the end of the last sentence after the words cubic feet add "with pages labeled B". The Committee instructed the Public Works Director, Ted McIntire, to prepare the documentation as outlined in the letter to Mr. Ensminger. Sewer Tie-in Policy The Committee reviewed the draft "Regulation of Sewer Use" prepared by DPW staff. It was moved by Stewart Chipman, seconded by Richard Moore and approved by a vote of 3-0 to recommend that the Board of Selectmen adopt the "Regulation of Sewer Use" rules and regulations as prepared by the Department of Public Works. Sewer Flow Methodology The Committee discussed it's previous recommendation to the Board of Selectmen and does not wish to amend it. The Committee in- structed Ted McIntire to discuss with the Town Manager any addi- tional information that the Board of Selectmen may require for their meeting on May 9, 1995. Tiered Water Rates The Water & Sewer Advisory Committee supports the recommendation it presented to the Board of Selectmen earlier this year. Ted McIntire will contact'Peter Hechenbleikner for any additional in- formation required for the May 9, 1995 Board of Selectmen Meet- ing. various Ted McIntire reviewed the letters to Steve Johnson and Chester Masel of the Department of Environmental Protection regarding the activation of additional production water wells. Mr. McIntire assured the Committee that he would not recommend any additional wells until Cumberland Farms/Gulf could hydraulicly control the area of the spill site. The Committee wished to schedule their next meetings for May 3rd, and May 17, 1995. The meeting on may 3 is being scheduled in the event that the Board of Selectmen require additional information from the Committee for it's May 9, 1995 meeting. If no additonal information is required, the May 3 meeting should be cancelled. It was moved by Richard Moore, seconded by Stewart Chipman and approved by a vote of 3-0 to adjourn the meeting at 9:00 P.M.
