HomeMy WebLinkAbout1995-05-17 Water and Sewer Advisory Committee Minutes00S WATER & SEWER ADVISORY COMMITTEE MINUTES May 17, 1995 A meeting of the Water & Sewer Advisory Committee was held at 7:40 P.M. on May 17, 1995 in the Conference Room, Reading Town Hall, 16 Lowell St., Reading, MA. In attendance were Chairman Gail Wood, Secretary Stewart Chipman, Committee member Richard Moore, Public Works Director Ted McIn- tire, and Health Director Ruth Clay. Sewer Tie-ins Ruth Clay explained the history of the Town of Reading General Bylaws and Title 5. Ruth had requested advice from the legal A counsel for the Department of Environmental Protection and 'r,Reading's Town Counsel, Ted Cohen regarding the Selectmen's 5 authority to order all houses to connect to the sanitary sewer = ^ system the section in the Title 5's regulations allowing ex- 5 N empti s by the local Board of Health. She indicated that Ted Cohen advised her of a State Statute giving the Selectmen the ` authority to order all houses to connect. Town MeetingfWater & Sewer Rates Richard Moore reviewed the action of April 19, 1995 Town Meeting and the fact that the balance in the Water Reserve/Emergency Fund may or may not reach the expected $200,000, as discussed by this Committee. In addition to the existing $115,000. in this fund it was estimated that additional monies would be generated due to unexpended balances of the FY95 operating budget and that revenue projections would be exceeded in FY95. Peter Hechenbleikner joined the meeting and discussions regarding the projected revenues and operating budget balance. Ted McIn- tire and staff will be working with Richard Foley to update revenue projections and operating budget balances for the end of FY95 and provide that information to Peter Hechenbleikner by May 23. Ted will also contact Ted Cohen regarding the Cumberland Farms/Gulf invoice #3. It was moved by Richard Moore, seconded by Gail Wood and approved by a vote of 3-0 to reconsider the vote on water rates for FY96. It was moved by Richard Moore, seconded by Gail Wood and approved by a vote of 2-1 (Stewart Chipman opposed) to recommend a water rate for FY96 of $2.39 per 100 cubic feet effective on the August 1, 1995 billing with a minimum billing of $11.95. It was moved by Richard Moore, seconded by Gail Wood and approved by a vote of 3-0 to recommend a sewer rate for FY96 in the amount of $4.53 per 100 cubic feet effective on the August 1, 1995 bill- ing with a minimum billing of $22.65. old and New Business A discussion of tiered water rates is scheduled for a future Board of Selectmen agenda. Ted McIntire and staff will contact communities who have recently adopted a tiered water rate system and find out what effect it has had versus a flat rate system. Ted McIntire indicated that the Department of Public Works staff will be working with the Police Department and other Departments in enforcing the odd/even water restrictions. It was moved, seconded and voted 3-0 to adjourn the meeting at 9:40 P.M.
