HomeMy WebLinkAbout1995-08-16 Water and Sewer Advisory Committee MinutesWATER & SEWER ADVISORY COMMITTEE MINUTES August 16, 1995 A meeting of the Water & Sewer Advisory Committee was held at 8:05 P.M. on Wednesday, August 16, 1995 in the Conference Room, Reading Town Hall, 16 Lowell St., Reading, MA. In attendance were Chairman Gail Committee member Richard Moore, McIntire. Wood, Secretary Stewart Chipman, and Public Works Director Ted Reorganization Ted McIntire opened up nominations for Chairman of the Water & Sewer Advisory Committee. Richard Moore nominated Gail Wood, which was seconded by Stewart Chipman. Gail Wood was elected Chairman of the Water & Sewer Advisory Committee by a vote of 3-0. Gail Wood opened nominations for the Secretary of the Water & Sewer Advisory Committee. Richard Moore nominated Stewart Chip- man, seconded by Gail Wood. Stewart Chipman was elected Secretary of the Water & Sewer Advisory Committee by a vote of 3-0. Approval of Minutes It was moved by Richard Moore, seconded by Gail Wood, and ap- proved by a vote of 2-0-1 (abstention by Stewart Chipman) to ap- prove the minutes of July 19, 1995 as written. Gas Spill site Ted McIntire informed the Committee that there was contamination detected in MC-4D and MW-26D. The Town received notification on August 14, 1995. Reading production Wells #2 and #3 were im- mediately shut down. These locations were re-sampled on 8/15/95 at which time split samples were taken. These samples were taken to two separate laboratories for testing. It is expected that we will receive the results by Friday, 8/18/95. The next scheduled meeting with DEP, the Town of Reading and Cumberland Farms is scheduled for 8/30/95 at which time there will be a determination as to whether production Wells #2 and #3 can be reactivated. This will give the parties ample time to review the data col- lected and evaluate a pumping and testing program to be followed. Ted McIntire has notified the DPW liasion Camille Anthony regard- ing these events and immediate plans. Tiered Water Rates The Committee reviewed the results of a telephone survey done by DPW staff for communities with tiered water rates. It was ob- vious from the results of the survey that many of the individuals contacted at the communities were unaware of a great deal of the information requested. The information needs to be compiled in a matrix and evaluated, which DPW staff will do prior to the next scheduled meeting. Stewart Chipman recommended contacting a con- sultant who may have generic information developed from clients. Ted McIntire will also contact the Massachusetts Water Resources Authority to see if they had any rate study prepared for them. The next meeting of the Water & Sewer Advisory Committee is scheduled for September 20, 1995 at which time the Committee will meet with DPW liasion Camille Anthony, discuss tiered water rates and a gasoline spill site update. The Committee will invite Peter Tassi to attend a future meeting to discuss water quality, sampling and testing and the requirements under the Safe Drinking Water Act. This meeting will be scheduled at the Water Treatment Plant later in the year. It was moved, seconded and voted 3-0 to adjourn the meeting at 9:55 P.M.
