Water & Sewer Advisory Committee Minutes
September 20, 1995
A meeting of the Water and Sewer Advisory Committee was held at 7:45 P.M. on Wednesday,
September 20, 1995 in the Berger Room. Reading Town Hall, 16 Lowell Street, Reading, MA.
In attendance were Chairman Gail Wood, Secretary Stewart Chipman, Committee Member
Richard Moore, Public Works Director Ted McIntire, and Board of Selectmen and Public Works
Liaison Camille Anthony.
Approval of Minutes
It was moved by Richard Moore, seconded by Gail Wood, and approved by a vote of 2 - 0 to
accept the minutes of August 16, 1995 as written.
Mr. Stewart joined the meeting at 8:00 P.M.
Gas Spill Site/Well Field
Ted McIntire brought the Committee up to date on the monitoring and testing programs for
Reading production Wells #15, #13, and 66-8. Handex, on behalf of Cumberland/Gulf is
developing a water elevation contour map in preparation for a meeting at the Department of
Environmental Protection (DEP) where all parties will work together to site monitoring and
recovery wells prior to activation of the three production wells.
Stewart Chipman offered that the Town has additional options for water supply other than the
immediate area of the treatment plant and Route 93, such as the MWRA connection and possible
well development in other areas of the Town.
Camille Anthony felt that the Committee needed to define the need for more water supply and
develop a plan to be presented to the Board of Selectmen, Capital Improvement Advisory
Committee and Finance Committee. It was agreed that Stewart and Ted would develop a
program.
Richard Moore recommended that a monitoring plan be developed for the well field area in the
vacinity of the gas spill, prior to the clean-up of the spill site, which will be implemented
immediately after site clean-up is finished. The Town will work with DEP, Weston & Sampson,
Handex and Cumberland/Gulf to insure that this happens.
Tiered Water Rates
The Committee requested that they be scheduled to meet with the Board of Selectmen on
November 7, 1995 (instead of October 24) to discuss Tiered Water Rates and Water/Sewer
Capital Improvement Programs. Ted will discuss this with Peter Hechenbleikner.
General
Camille Anthony recommended that the Water And Sewer Committee develop a water
conservation education program. There has been a great deal of discussion and materials relating
to water restrictions and the need to reduce water usage, but very little information regarding the
many ways that water users can conserve water. Ms Anthony also indicated that this Committee
should be working with the Open Space Committee. It was noted that neither this Committee or
the DPW staff was consideredwork on that Committee.
' Chairman Wood thanke Anthony for attending the meeting and for her discussions and
recommendations.

to adjourn at 9:55 P.M.
