December 20, 1995
A meeting of the Water & Sewer Advisory Committee was held at 7:55 P.M. on Wednesday,
December 20, 1995 in the Conference Room, Reading Town Hall, 16 Lowell St., Reading, MA.
In attendance were Chairman Gail Wood, Secretary Stewart Chipman, Committee member
Richard Moore and Public Works Director, Ted McIntire.
FY97 Water Budget
The Committee reviewed the narratives for the Water Division Mission Statements and the
justifications for new and expanded programs. The Committee recommended re-writing the
narrative related to overtime in this Division.
It was moved by Richard Moore, seconded by Stewart Chipman and approved by a vote of 3-0 to
recommend the new/expanded programs as proposed by the Department.
It was moved by Richard Moore, seconded by Stewart Chipman and approved by a vote of 3-0 to
recommend the FY97 Water Budget as presented by the Department.
FY Sewer Budget
The Committee reviewed the narratives related to the Mission Statement of the Sewer Division
and to new and expanded programs. Stewart Chipman recommended that in Water and in Sewer
that there be some mention of cost considerations in the Mission Statements of the Divisions.
It was moved by Richard Moore, seconded by Stewart Chipman and approved by a vote of 3-0 to
recommend the new and expanded programs for the Sewer Division as outlined by the
Department.
The Committee requested that the Department look into the reason why the requested funding for
telephone expenditures in FY97 is so much higher than in the actual year 1995.
It was moved by Stewart Chipman, seconded by Richard Moore and approved by a vote of 3-0 to
recommend the proposed FY97 Sewer Budget as presented by the Department.
The Committee was extremely pleased by the organization of the budget sheets, in particular the
Water Division related to the separation of distribution, treatment and general. Ted McIntire
indicated that this was done by David Lee and that he will relay the message to David.
Water - Capital Improvements
It was moved by Richard Moore, seconded by Gail Wood and approved by a vote of 3-0 to
recommend the FY97 - 06 Sewer Capital Improvement Plan dated 12-15-95 as presented by the
Department.
Stewart Chipman recommended that maintenance items not be included in a Capital Improvement
Program.
Sewer - Capital Improvement
It was moved by Richard Moore, seconded by Gail Wood and approved by a vote of 3-0 to
recommend the FY97 - 06 Capital Improvement Plan dated 12-15-95 as presented by the
Department.
Stewart Chipman recommended that maintenance items not be included in a Capital Improvement
Program.
Old/New Business
Ted McIntire indicated that well development proposed for FY97 could possibly be in the Bare
Meadow area, however exact locations would be determined in the study period.
Zone II Delineation was awarded to Weston & Sampson Engineers Inc.
It was moved by Stewart Chipman, seconded by Richard Moore and approved by a vote of 3-0 to
adjourn the meeting at 9:45 P.M.
