April 3, 1996
A meeting of the Water & Sewer Advisory Committee was held at 7:37 P.M. on Wednesday,
April 3,1996 in the Berger Room, Reading Town Hall, 16 Lowell St., Reading, MA..
In attendance were Chairman Gail Wood, Secretary Stewart Chipman, Committee Member
Richard Moore, and Public Works Director Ted McIntire.
Approval of Minutes
It was moved by Richard Moore, seconded by Stewart Chipman and appproved by a vote of 3-0
to accept the minutes of February 20, 1996 as written.
It was moved by Stewart Chipman, seconded by Gail Wood and approved by a vote of 2-0-1,
(Richard Moore abstained) to accept the minutes of March 6, 1996 as written.
Water Restrictions
It was moved by Stewart Chipman and seconded by Gail Wood to revise the Stage 2 Water
Restrictions as follows: allow watering from 6:00 A.M. to 11:00 A.M., and 5:00 P.M. to 9:00
P.M. Continue to allow watering seven (7) days a week on an odd/even basis based on the
property owner's address. The Committe felt that these hours represent what people should do
agriculturally. The motion was approved by a vote of 3-0.
Bunker Avenue Sewer Main
Ted McIntire explained to the Committee that the homdowners at #5 Bunker Ave. were having a
problem with a failed septic system and had requested that the sanitary sewer be extended up
Bunker Avenue so they could connect to it. A Hearing was held at which all three (3) abutters
were in favor of extending the sewer main the total length of Bunker Avenue and the cost to the
abutting property owners will be divided equally.
Stewart Chipman moved to recommend the proposed addition of $12,000 in the Capital
Improvement Program for Bunker Avenue under Article 7. The motion was seconded by Richard
Moore and approved by a vote of 3-0.
MWRA Grant\Loan Program
Article 9 in the Annual Town Meeting Warrant would allow the Town to apply for a Grant/Loan
for the construction of the sewer main in Walker's Brook Drive and under Article 10 allow the
same for the construction of a sewer main in Eaton Street.
It was moved by Richard Moore, seconded by Stewart Chipman, and approved by a vote of 3-0
to recommend the subject matter of Articles 9 and 10 in the Warrant for the Annual Town
Meeting, April, 1996.
FY 96 Water and Sewer Budgets
Ted McIntire reviewed the amendments to the FY96 Budget under Article 6 of the April 1996
Annual Town Meeting. Following discussion it was moved by Stewart Chipman, seconded by
Richard Moore and approved by a vote of 3-0 to recommend the revisions as identified.
Second Water Meters
Steward Chipman reviewed the previous discussions of the Water & Sewer Advisory Committee
on Dec. 20, 1995.
It was moved by. Stewart Chipman and seconded by Gail Wood to allow second water meters
under the present policy. After a lengthy discussion the motion failed by a vote of 1-1-1.
Richard Moore moved to set the water rate for second water meters at $3.42 per 100 cubic feet
with a minimum charge of $17.10 effective on the August 1, 1996 billing. The motion was
seconded by Stewart Chipman and approved by a vote of 3-0.
Stewart Chipman moved to allow second water meters with no restrictions on non-domestic use.
The motion was seconded by Gail Wood and approved by a vote of 2-1. Ted McIntire will draft
a letter to Peter . Hechenbleikner and the Board of Selectmen with the Committee's
recommendations for Water & Sewer rates for FY97.
Stewart Chipman will prepare a draft presentation for the Board of Selectmen and distribute it to
the members of the Water & Sewer Advisory Committee for input. The final will be ready for the
Selectmen's package on April 19, 1996.
It was moved by Stewart Chipman, seconded by Gail Wood and approved by a vote of 3-0 to
adjourn the meeting at 9:45 P.M.
