May 22, 1996
A meeting of the Water & Sewer Advisory Committee was held at 7:35 P.M. on Wednesday,
May 22, 1996 in the Berger Room, Reading Town Hall, 16 Lowell St., Reading, MA.
In attendance were Chairman Gail Wood, Secretary Stewart Chipman, Committee Member
Richard Moore, Public Works Director Ted McIntire, and Public Works Town Engineer, Joe
Delaney.
WSAC Appointments
The Committee discussed the reappointment of Richard Moore. The Committee voted to
recommend Richard Moore for reappointment to the Water & Sewer Advisory Committee by a
vote of 2-0-1 (Mr. Moore abstaining).
Approval of Minutes
It was moved by Stewart Chipman, seconded by Richard Moore, and approved by a vote of 3-0
to accept the minutes of April 3, 1996 as corrected. The correction is under the discussion of
Water Restrictions, in the next to last sentence the second "e" is omitted from the word
"Committee".
Gasoline Spill/Water Supply Update
Ted McIntire reviewed the report to the Town Manager dated 5/21/96 in which he reported that
Cumberland Farms, Inc. had completed two of the items of their interim deadline requirements
related to the activation of Recovery Well 10 and increased pumping of Recovery Well 9. They
are required to report to the Department of Environmental Protection on or before May 31, 1996.
The action required at the spill site to maintain hydraulic control.
The water quality monitoring results from February through May 1996 shows that there has been
a reduction in the contamination levels in Wells MC-6, 7, 8 and 9 since the shutting down of the
Town's production Wells #2 and #3.
General Facility - Wilmington MA
The Town of Reading has been invited by the Department of Environmental protection (DEP) to
attend a meeting at 6:30 P.M. on June 10, 1996 in their Woburn offices to be updated on the
status of the contamination from the GE facility and the options identified for clean-up. A
meeting notice will also be posted for the Committee's meeting at DEP.
Longwood Road Sewer Main Extension
Joe Delaney presented a plan to the Committee which identified a section of Longwood Road that
presently does not have sewer, and a petition from abutting property owners requesting that a
sanitary sewer system be constructed. Joe Delaney indicated that the system would require a lift
station and approximately 1,000 feet of gravity sewer main and 1,000 of force main. The total
cost of the project is estimated to be between $110,000 and $120,000. He discussed a number of
options which incorporated constructing a system only within the layout of the right of way of
Longwood Road to a maximum of servicing properties beyond and adjacent to the end of
Longwood Road. The Committee requested that the Department investigate the procedure
required to change the Home Rule Petition which allows the Town to assess only up to 30% of
the actual cost of construction. The WSAC requested more detailed estimates for the identified
options.
United States Postal Service - North Reading MA
The Town received a letter from EMCON on behalf of USPS facility in North Reading, MA who
is interested in pursuing a sewer connection to the Town of Reading's sewer system. Joe Delaney
informed the Committee that there would be no impact on the sewer distribution system however
he was not certian about the individual pumping stations affected by this flow from North
Reading. However, the Reading sewer system would be unable to service the area in North
Reading between the postal service property and the Reading Town line. There was agreement
that the Town of Reading would gain no benefit from allowing a connection between North
Reading. There was concern as to the effect that it may have with the Town's MWRA assessment
metholdology, the method of flow measurement, and the responsibility for the operation and
maintenance of force mains and pumping stations.
The next regularly scheduled meeting for the Water & Sewer Advisory Committee are June 19,
1996 and July 17, 1996. There will be no meetings scheduled for the month of August.
It was moved by Richard Moore, seconded by Stewart Chipman, and approved by a vote of 3-0
to adjourn the meeting at 9:57 P.M.
