HomeMy WebLinkAbout1996-10-16 Water and Sewer Advisory Committee MinutesA meeting of the Water & Sewer Advisory Committee was held at 8:05 P.M. on Wednesday, October 16, 1996 in the Berger Room, Reading Town Hall, 16 Lowell St., Reading, MA. In attendance were Chairman Gail Wood, Committee Member Richard Moore and DPW Director Ted McIntire. Water Supply Investigation Peter Tassi, Ben Nichols, and Ted Morine walked the properties off West Street adjacent to Enos Circle which is owned by the Open Land Trust, and the property off West Street adjacent to Causeway Road which is owned by the Town of Reading, Reading Municipal Light Department. It was determined that the property owned by the Reading Municipal Light Department was in too close proximity to development and therefore the Town could not secure the necessary 400' radius that would be required under the State regulations. The land owned by the Open Land Trust appears to be a viable site and the Town will pursue this site as a possible water supply site. FY 98/99 Budget There have been no guidelines submitted to departments at this time, however staff is putting together a history of appropriations and expenditures for FY 96 and FY97. Peter Hechenbleikner had suggested using the Reserve/Emergency Fund as a way to structure the Stabilization Fund. The concern is that there will be a large Reserve Fund "sitting out there" for someone to use for something other than it's intent. The Committee would like a history of Capital Improvements and staff is requesting that Town Clerk tabulate Capital Improvement appropriations since 1998 for the Water system and will request that the same be done for the Sewer system. The Committee would like information starting in 1980. Ted McIntire will gather the raw data and submit it to Richard Moore who will develop a report for the Committee. Capital Improvement Plan is due to the Town Manager on October 31, 1996. November Town Meeting Ted McIntire indicated that a Public Hearing is scheduled for October 28, 1996 for the Longwood Road and Kelch Road sewer extensions. Water Supply Ted informed the Committee that the Mounding Program had been stopped due to the presence of gasoline product in Well #66-8. When the results were given to the Town we immediately took another sample and shut the Well down. The results of the second test indicated that there were no detectable level of gasoline product in the well. The contamination could possibly have been due to recent work that was performed at the well or it could have been a bad sample. The Town has a meeting with DEP the last week of October. The Committee would like to have an update report on the General Electric site in North Reading on a future agenda. It was moved by Richard Moore, seconded by Gail Wood and approved by a vote of 2-0 to adjourn the meeting at 9:30 P.M.
