MINUTES of OCTOBER 7,1997 MEETING
Gail Wood, Chair, called the meeting to order at 7:45 PM. Richard Moore and Stewart
Chipman, members, were present as were James Francis, FINCOM liaison, and David
Lee, DPW representative.
Stewart Chipman and Richard Moore presented for discussion their draft of the
Committee's presentation to the Board of Selectmen on establishing a rate stabilization
fund. The discussion covered pros and cons, including whether or not to have some
recommendation about fund structure and mechanics ready if asked.
The addition to the presentation of a list of Pros and Cons was decided, it accepted as
presented.
The discussion covered the complexities of the realities behind rate fluctuation. It also
recognized that the mechanics of alternate rate structures would ultimately be part of this
consideration - especially in terms of a tiered rate structure versus a flat rate structure
such as Wobum's. The discussion also touched on devising a "simple" set of rules of
administering the fund - such as whether or not to identify sub-funds such as "capital",
"emergency", etc. The complexity and rigidity of doing so was discussed, with no clear
resolution.
The Committee decided that their presentation would focus on obtaining the
Selectmen's wishes regarding performing a complete study: if the Selectmen would
NOT support consideration of a stabilization fund it would be non-productive to
perform one.
The Committee agreed to move ahead with the presentation WITH A
GOAL OF HAVING IT ON THE SELECTMEN'S OCTOBER 21sT,
1997 AGENDA.
WEDNESDAY, OCTOBER 15TH was identified as the next Committee meeting, to be
confirmed by Gail Wood before the week is over.
The Committee identified the need to complete the budget/reserve fund transfer data table
requested by Richard Moore.
The meeting adjourned at 9:00 PM.
