A meeting, of the Water & Sewer Advisory Committee was held. at 9:08 A.M. on
Saturday, January 31, 1998 at the Louanis Water Treatment Plant, Strout Avenue,
Reading, MA.
In attendance were Chairman Gail Wood, Committee member Richard Moore, and DPW
Director, Ted McIntire.
Water/Sewer Rate Stabilization Plan
The Committee reviewed the package prepared by Richard Moore for a presentation
before the Board of Selectmen. Richard recommended that the information previously
presented to the Board of Selectmen be included in their package. In addition the
information prepared by Dave Lee outlining the assumptions used in projecting the water
and sewer over the ten year period would be included. Richard asked Ted to pass on a
thank you to David Lee for the work he had done and for providing Richard with a
diskette with his projected rates.
The proposal prepared by Richard Moore recommended that the Stabilization Fund be
separated into two accounts: a Rate Stabilization Account and a Capital and Debt
Expenditure prepayment Account. Monies in the Capital and Debt Expenditure
prepayment Account will be built in years before major changes in the Capital Plan and
used to offset the rates in the years that the capital expenditures increases. It was
recommended that a table be included to identify small, medium, and large capital
changes and the prepayment schedule to be used. The projection of water rates over the
next ten years was a good example of how rate stabilization works. However, sewer
budget and rate projections over the next ten years do not require stabilization within the
guidelines recommended.
General
The next meeting of the Water and Sewer Advisory Committee is scheduled Thursday,
February 5, 1998 at 7:30 PM at the Town Hall.
It was moved by Richard Moore, seconded by Gail Wood and approved by a vote of 2-0
to adjourn the meeting at 10:40 AM.
