A meeting of the Water & Sewer Advisory Committee was held at 7:50 P.M. on Wednesday, July
15, 1998 in the Berger Room, Reading Town Hall, 16 Lowell St., Reading, MAa
P 4. 3
In attendance were Chairman Gail Wood, Secretary Stewart Chipman, Committee member
Richard Moore, and DPW Director Ted McIntire.
Meetiniz Minutes
It was moved by Stewart Chipman, seconded by Richard Moore and approved by a vote of 3-0 to
accept the minutes of June 25, 1998 as corrected.
General
Ted McIntire noted that the FY99 MWRA assessment to the Town of Reading is in the amount
of $2,589,875.00 which is a 1.3% decrease from FY98.
As requested by the Committee, Ted McIntire submitted a list of water and sewer flows for
different types of establishments. The estimated flows were based on information from DEP and
EPA.
Stabilization Funds
Richard Moore had prepared a Reading Water/Sewer Fund Rate Stabilization Policies-Draft and
submitted it to the committee for review. He explained that the Capital Expenditure Stabilization
is based on specific projects that would cause substantial blips in the water or sewer rates.
Stewart recommended that a box be developed with a definition of the components of each
enterprise fund: "Reserve/Emergency; "Capital Expenditure Stabilization"; and "General Rate
Stabilization".
Committee members will provide comments to Richard Moore prior to the next meeting.
Committee Reorganization
Ted McIntire opened nominations for Chairman for the Water and Sewer Advisory Committee.
Richard Moore nominated Gail Wood, seconded by Stewart Chipman. There were no other
nominations and nominations were closed. It was moved by Richard Moore, seconded by Stewart
Chipman to elect Gail Wood as Chairman of the Water and Sewer Advisory Committee by a vote
of 3-0.
Gail Wood opened nominations for Secretary for the Water and Sewer Advisory Committee.
Richard Moore nominated Stewart Chipman, seconded by Gail Wood. There were no other
nominations and nominations were closed by the Chairman. It was moved by Richard Moore,
seconded by Gail Wood to elect Stewart Chipman as Secretary of the Water and Sewer Advisory
Committee by a vote of 3-0.
The next meeting of the Water and Sewer Advisory Committee will be August 12, 1998 at
7:30pm to develop the final draft for the Water and Sewer Stabilization Funds.
It was moved by Richard Moore, seconded by Stewart Chipman and approved by a vote of 3-0 to
adjourn the meeting at 9:01pm.
