August 12, 1998
A meeting of the Water & Sewer Advisory Committee was held at 7:50 P.M. on
Wednesday, August 12, 1998 in the Employee Lounge, Reading Town Hall, 16 Lowell
St., Reading, MA.
In attendance were Chairman Gail Wood, Secretary Stewart Chipman, Committee
member Richard Moore, DPW Business Supervisor David Lee, and DPW Director Ted
McIntire.
Meeting Minutes
It was moved by Stewart Chipman, seconded by Richard Moore and approved by a vote
of 2-0 to accept the minutes of July 15, 1998 as written.
Stabilization Funds
The Committee reviewed the proposed format submitted by Gail Wood for "Water
Enterprise Stabilization Policy" and under line 2, Funded, "A" remove the words "unused
collected" and replace by the word "net", so that the line reads `By net revenues of
previous years". It was also decided that the priority of funds should be identified in the
policy (ie., 1 - Emergency/Reserve, etc.)
Gail Wood joined the Meeting.
In addition a new item under line 3 entitled Capital Expended, "B" should include the
wording which states "as long as the budgeted increase in the general rate stabilization
fund is less than 30% of the water budget". Similar wording should be included in the
Sewer Enterprise Stabilization Policy and should refer to "less than 20% of the sewer
budget".
Report on the Open Space Advisory Committee
Stewart Chipman reported that the Open Space Advisory Committee has scheduled a
meeting for August 25, 1998. Spence Farm is being sold and will be purchased by
Marriott Corporation for the development of an assisted living facility.
It was moved by Stewart Chipman, seconded by Richard Moore and approved by a vote
of 3-0 to adjourn the meeting at 8:47pm.
