Report from Chairman.about the field survey walk they
took on Sunday at the Addison-Wesley complex with
Board members Barry Mitchel, Gayllis Paynter, Ellen
Childress and the Chairman with representatives from
the West Side Citizens Committee.

Minutes of the Meeting of March 3, 1980.
The meeting was called to order.by Chairman Sturm in Room 19,
52 Sanborn Street (the Community Center) with B. Mitchel,
J. Zorabedian and E. Childress present.
Correspondence
Mail was reviewed. A letter from the Board will be sent to the
Board of Public. Works, Board of Selectmen and Conservation
Commission re: notificationfrom CTPS of the Wilmington-Rt.
129 preliminary engineering project.
Considerationof the Warrant Articles was moved up on the
agenda by a unanimous vote of the Board members.
Buffer. Article re: Business C.:or.Industrial Districts
After discussion.of the draft Article, the Board.decided not to
submit the Article as presently written. Areas of concern
included:
- an earthen berm - supported. or unsupported?
- inclusion of the buffer area within the Business and/or
Industrial districts;
appropriate plantings for the proposed buffer;
- inclusion of the plantings as a requirement for the
Business or Industry which proposes the new construction.
Ms. Childress will further research and prepare a new draft of
this Article for next week's meeting.
Parking - Residential Districts
Two articles were prepared; one_of the articles restricts parking
of any commercial vehicle with _a gross. maximum weight over 10,000
lbs in any Residential district; the other article allows the
parking of one commercial vehicle with a gross maximum weight
under 10,000 lbs, in a Residential district.
Mr. Zorabedian will further research and prepare new drafts of
both parking articles for next week's meeting.

"Clean Air Study"
A memo will be sent to the Board of Selectmen, Board of
Public Works, CTPS and "T" representatives one week before
the scheduled March 19, 1980 meeting.
MAPC Representative
Chairman Sturm stated that he wished to resign his position
as MAPC representative and asked the Board members to consider
serving as the Town representative to MAPC. Mr;. Zorabedian
promised to give consideration to the request so that the
Board can make a recommendation to the Selectmen when
announcing Mr. Sturm's resignation. Mr. Zorabedian will respond
to this request at next week's meeting.
Upon a motion duly made and seconded, the Board, unanimously
voted to adjourn at 10:20 P.M.

Minutes of the.Meeting of March 10, 1980.
At 7:50 P.M., Vice-Chairman Mitchel called the meeting to order
in Room 19, 52 Sanborn Street (the Community Center) with J.
Zorabedian and E. Childress present. Also present were four
representatives from the West Side Citizens Committee-Mr. Donald
Neary, Mr. Richard Mattorana, Mr. Ron MacKay and Ms. Diane
Dresser.
Upon a motion duly made and seconded, the Board voted to take
Item C out of order on the listed agenda for discussion.
Warrant Articles
Article 51 - Buffer Zone by.petition by WSCC
Discussion on Article 51 focused on the following issues:
- The Article as written can be reduced in scope but cannot
be'=further encompassed (broadened)
that a"buffer zone" would be difficult to pass at Town
Meeting
- a buffer strip or screen could be_used _in place of the
present "buffer zone"
- where are plants in relation to the fence?
- what is the depth of the strip (not width)?
use of the wording "mature evergreen
Discussion on the Planning Board Article for submission by
the Board for the Special Town Meeting scheduled for April 17,
1980 (deadline for Warrant is March 20, 1980) ensued. Topics
of concern were
- plantings - how far apart should a 3 foot evergreen be

to determine the exact pay grade for a mid-level 5 position and
send it to the Chairman with the week's mailing. A copy of all
members presently serving on the Finance Committee will also be
mailed.
Salem Street Nursing Home
The developer, Mr. R. Pizzoferrato, called the Board to deter-
mine the correct procedure for filing a request for a Compre-
hensive Permit with the Town. He has received only a request
for a variance form from the Board of Appeals and he wishes
to initiate action on this project immediately. The Board will
contact Mr. Pizzoferrato and tell him to submit this form, as
v per the Board of Appeals instructions, duly noting that this is
a request for a Comprehensive Permit..
South Main Street
Ms. E. Childress reported that Precinct 3 members studied the
traffic and safety problems on South Main Street approximately
6 to 8 years ago. The area in the vicinity of Summer and Main
Street was especially scrutinized and the study then recommended
that a traffic light be installed at this intersection. As
yet there has been no installation of -a light at this site and-)
Ms. Childress will further investigate this matter and report
back to the Board at a later date.
Planning Board Meeting Schedule
The Board will meet in Room 19, the Community Center, on Monday,
January 28, 1980 at 7:30 P.M. The Board members will meet
with the Finance Committee on Tuesday, January 29, 1980 at 7:30 P.M.
at the Town Hall.
Upon a motion duly made and seconded, the Board voted to adjourn at
10:25 P.M.

Minutes of the Meeting of January 28, 1980.
The meeting was called to order by Chairman -Sturm _at 7:30 P.M. in
Room 19, 52 Sanborn Street (the Community Center) with J. Zorabedian,
E. Childress and B. Mitchel present.- Mr. Philip Pacino, the new
Finance Committee representative to the Planning Board, was also
present.

The secretary will type, a rough- dr:af t of a letter. that Will
be sent to the Board of Selectmen, Building Inspector, Police
Chief, Fire Chief and Conservation Commission citing any and
all charges in violation of any and all Federal, State or Town
laws.
The Board recessed this meeting at 9:45 P.M. and continued dis-
cussion on the listed agenda items.
CTPS_- Incinerator Site
The Chairman has contacted Selectman O'Brien and arranged a
' tentatively scheduled meeting with CTPS, "T" representatives
CIQ and their Board for March 19, 1980. The Secretary will draft
a letter to Mr. John. Price, Chairman of the Board of Public
Works noting the date of this meeting.

the Board in appreciation: of her years of service. to the Town
as a member of the Planning Board.
All other business before the. Board was tabled until the
next meeting scheduled for February 25, 1980 at 7:30 P.M.

At 7:30 P.M. the Chairman, J. Sturm and.Board member, E. Childress,
convened in Room 19,52 Sanborn Street,(the_Community Center).
Also present at this meeting was Finance Committee representative

No official business transpired. Among topics discussed were:
CTPS joint_meetng with Board of Selectmen, Board of Public
Works and "T" representatives tentatively scheduled for

Drafting of an Article for inclusion on theAnnual Town
Meeting warrant which will require that-a_buffer strip be
required between abutting Residential and Industrial and/or
Business C Districts
Drafting of an Article for,inclusion.on the.Annual Town
Meeting warrant whichwill prohibit any commercial vehicle
with a maximum gross vehicle weight in excess of 10,000 lbs.
from parking in any Residential district; and an Article
which will allow only one commercial vehicle_,with a maximum
gross vehicle weight under 10,000,lbs. to park in any
Residential district
