HomeMy WebLinkAbout1980-03-10 Community Planning and Development Commission MinutesThe secretary will type. a rou.~rh_ draft of a letter, that will - be sent to the Board of Selectmen, Building Inspector, Police Chief, Fire Chief and Conservation Commission citing any, and all charges in violation of any and all Federal, State or Town laws. The Board recessed this meeting at 9:45 P.M. and continued dis- cussion on the listed agenda items. CTPS-- Incinerator Site The-Chairman has contacted Selectman O'Brien and arranged a tentatively scheduled meeting with CTPS, "T" representatives and their Board for March 19, 1980. The Secretary will draft a letter to Mr. John Price, Chairman of the.Board of Public Works noting the date of this meeting. The Chaimrna presented a testimonial to Gayllis Paynter from the Board in appreciation of her years of service to the Town as a member of the Planning Board. All other business before the Board was tabled until the next meeting scheduled for February 25, 1980 at 7:30 P.M. Respectfully submitted, /3 `Barry J. Also present at this meeting was Finance Committee representative P. Pacino. No official business ,transpired. _ Among topics discussed were: CTPS joint_meetng with Board of Selectmen, Board of Public Works and "T" representatives:.tentatively scheduled for Wednesday, March 19,,1980 at 7:30 P.M. _ Drafting of an Article for inclusion on the.Annual Town Meeting warrant which will require that.a buffer strip be required between abutting Residential and Industrial and/or Business C Districts - Drafting of an Article for inclusion on the;.Annual Town Meeting warrant which.will prohibit any commercial vehicle with a.maximum gross vehicle weight in excess of 10,000 lbs. from parking,in any Residential district; and an Article which will allow only one commercial.vehicle_,with a maximum gross vehicle weight under 10,000.1bs. to park in any Residential district - Work program and Annual Report due to the Selectmen by Monday, March 10, 1980 - Schedule for Planning Board meetings for-each Monday in March 128 - Report from Chairman about the field survey walk they took on Sunday at the Addison-Wesley complex with Board members Barry Mitchel,.Gayllis Paynter, Ellen Childress and the Chairman with representatives from the West Side Citizens Committee. - The meeting was adjourned at 9:30 P.M. Mitchel, J. Zorabedian and E. Childress present. Correspondence Mail was reviewed. A letter from the Board will be sent to the Board of Public Works, Board of Selectmen and Conservation Commission re: notification from CTPS of the Wilmington-Rt. 129 preliminary engineering project. Considerationof the Warrant Articles was moved up on the agenda by a, unanimous. vote of the Board members. Buffer, Article re: Business C.:or Industrial Districts After discussion of the draft Article, the-Board decided not to submit the Article as presently written. Areas of concern included: - an earthen berm - supported or unsupported? inclusion of the buffer area within the Business and/or Industrial districts - appropriate plantings for the proposed buffer; - inclusion of the plantings as a requirement-for the Business or Industry which proposes the new :construction. Ms. Childress will further research and prepare a new draft of- this Article for next week's meeting. Parking - Residential Districts Two articles were prepared one of the articles restricts parking of any commercial vehicle with a gross maximum weight over 10,000 lbs, in any Residential district; the other article allows the parking of one commercial vehicle with.a gross maximum weight under 10,000_lbs, in a Residential district. Mr. Zorabedian will further research.and_prepare new drafts of both parking articles for next week's meeting.
