Upon a motion duly made and seconded, the Board unanimously voted to work
with the WSCC to adopt a jointly acceptable Article for presentation to
Town. Meeting.
w Parking Article
John Zorabedian presented a-draft of the following parking article:
Garaging and/or regularly parking of commercial vehicles in excess
of ten thousand (19,000) pswnds registered gross vehicle weight
shall not he allowed on or adiacent to a residenti-l l-t innany
S-1C1 S-20 or S-40 District; garaging and/or regularly parking
of not mor- th^n one (1) cnmm-rcial vehlcl- of up to ten thousand
(10,oon) peun-'s r-gistered gross vehicle weight shall bP allowed
on or adj-cent to any residential lot.
Discussion under the Parking Article included:
- that the parking article be inserted as 4.3.2.4. b) and 4.3.2.4. c)
making the present 4.3.2.4. paragraph a)

- Motion for this could be made on Town Meeting floor
Public Hearing and publication shall be scheduled with Article 51
Final draft will be ready for Wednesday night's meeting and sub-
mitted by Thursday, March 20, 1980 before 8 P.M.
MAPC Representative
J. Sturm announced his resignation as MAPC representative for the Town.
The Board unanimously voted J. Zorabedian to serve in this position. Mr.
Sturm will draft a letter to MAPC stating his intention of resignation.
The Board will then make the recommendation to the Selectmen for
Mr. Zorabedian to fill this vacancy. After approval by the Selectmen,
notices will be sent to the Town Clerk, MAPC and the Board of Selectmen.
Article 16 - Special Town Meeting Warrant-Parking Article
The Board reviewed the motion under Article 16 and requested that
legal counsel be sent a copy of this motion for his review and
comments along with the updated revisions under Article 51.
Salem Street Nursing Home

The Board of Appeals has continued the hearing for the Comprehen-
sive Permit until April 16, 1980 at 7:30 P.M. The Board of
Appeals requested that the petitioner show cause as-to why, this
property should be considered for a comprhensive permit by the Town
and also verification of the fact that the corporation applying
for this permit is truly a non-profit organization.

voted to adjourn at 10:50 P.M.

Activities of the Meeting;of March 24, 1980.
Chairman Sturm and E. Childress were present at 8:00 P.M. Due to
a lack of quorum no official business transpired. Representatives
from WSCC were present to discuss the redraft of Motion for Article
51. Topics of discussion that evening included;
- WSCC - redraft of motion under Article 51
- Notification of abutters for Public Hearing on Article 51
- Publication of notices for Public Hearing of Article 51 and
Parking Article
- Work assignments for week.

Minutes of the Meeting of March 31, 1980.
Chairman Sturm called the meeting to order at 7:35 P.M. in Room 19,
52 Sanborn Street (the Community Center) with J. Zorabedian, B.
Mitchel and newly elected and duly sworn in Board members Ellen
Childress and John Shaw present.
The Chairman welcomed the new members to the Planning Board
Nominations for officer the the Planning Board were made and the
following were elected:
Chairman - John Zorabedian, Jr.
Clerk - Barry J. Mitchel
Upon a motion duly made and seconded, the Board unanimously voted
to dispense with the office of Vice-Chairman.
Correspondence
Mail was reviewed. The letter re: Bay State. Road development
was deferred until later in the meeting for discussion.
128 Auto Sales, Inc.
Mr. Carl Amon, attorney for 128 Sales and Thomas McManus and his
son, owners of 128 Sales, Inc. were welcomed to the Board and
asked to make their presentation re: purchase of the Town-owned
land at John Street (Dump Sate).
Mr. Amon stated:
- that 128 Sales owns a Saab-Volvo dealership since 1969
on land which borders Reading and Wakefield
- that they plan to purchase 3 lots from the Town:
(Lot A - 18,200 sq. feet; Lot B - 32,600 sq. ft; and
Lot C - 10,049 sq. feet) with a total area of 60,849
square feet for a purchase price of $62,000.00.
- 128 Sales has had this land independently appraised
- Lots A & C are more valuable pieces of property with
a higher cost per square foot than Lot B
- that the present plans include construction of a new
building with a total area of 7500 square feet (5000 square
feet on the first floor, 2500 square feet of floor space on
the second floor
- the present taxes paid to the Town for 1979 were $12,450
on an assessment of 311,250 - Land-$74,000; Building
$232,450)
- there is presently a road tkirough a portion of Lot A
and that 128 Sales had consulted with the Board of Public
Works and finds that BPW has no objection to that part of
the roadway being relocated.
Primary issues of concern to the Board members were:
- Frontage on John Street needed - (Presently have 149.28;
asking for 174.68 for a total of 323.96 total frontage
on John Street)
- Whether 128 Sales would be interested in leasing the land
from the Town (Not interested)
If 128 Sales has any plans to ask for a tax abatement for
any reason (No present plans)
The timetable for construction on this site (6 to 8 months
for negotiations; approximately 1 year before construction
could commence)
Cost of land they purchased in 1969 ($34,000 for 22,068
square feet of land - approximately $1.54 per sq. foot).
The Board thanked Mr. Amon and the McManuses for their presenta-
tion.
At 9:20 the Board resumed discussion on the listed agenda items.
The West Side Citizens' Committee (WSCC) presented the following
as the motion under Article 51:
5.3.1.3. As part of all new construction (any and all buildings,
parking lots or structures) in Business C district and
where such construction abuts within one hundred twenty-
five (125) feet of any Residential 5-10, S20 or 5-40
District, a buffer strip is to be established subject
to the following requirements:
a) Said buffer strip shall have a twelve (12) foot
minimum depth>and shall contain a curb to prevent

parking within the, strip, a six (;61 foot high fence.
which shall be located a maximum of two (_2) feet
from the abutting. Residential/Business C lot line
and shall contain an evergreen hedge on the
Business C side of the fence which is to be at
least three (3) feet in height at the time of
planting and will provide a year-round dense
visual screen and attain a height of at least
seven (7) feet withing five (5) years of planting;
b) Said buffer strip shall be constructed along the
full abutting length of any Residential S-10,
S-20 or S-40 lots so affected and lie entirely
within the Business C district; and
c) Said buffer strip screening, fencing and vegeta-
tion shall be maintained in good condition at
all times by the owners of the Business C
property.
The Board reviewed the draft of the motion under this
Article. Upon a motion duly made and seconded, the Board unani-
mously voted to support the motion as written.
The mailing list of abutters was reviewed and approved by the
Board.
Parking Article
The motion for presentation to Town Meeting under Article 16
on the Special Town Meeting Warrant was reviewed. The Public
Hearing on this Article will be held on April 10, 1980 at 8:00
P.M. in the Community Center Auditior.um. Immediately following
at 8:30 P.M. the Public Hearing on Article 51 on the Annual Town
Meeting Warrant (buffer strip) will be held. Notices. for publi-
cation have been sent out to the Reading Chronicle.
MAPC Representative
Mr. Sturm requested that a letter be sent to MAPC notifying them
of his resignation. Chairman Zorabedian requested.that a meeting
with the Board of Selectmen be arranged at their earliest possible
convenience so that they can discuss -
- Mr. Zorabedian's appointment as MAPC representative;
- Dump Site Development Study Committee;
128 Sales, Inc. --Sale of Town-owned land.
Bay State Road
The Chairman requested that the Secretary obtain as much back-
ground information on the proposed development of housing for
the elderly at Bay State Road.
Upon.a motion duly made and seconded, the Board unanimously
voted to adjourn at 10:45 P.M.

Town Meetinq Warrant Issues
the meeting to order at 7:37 P.M.
( the Community Center) with
John Shaw present.
Article 51 - The Board discussed the changes presented by the
West Side Citizens' Committee last week. Copies of the new
motion being haded out at the Public Hearing. were authorized
for release to Addison-Wesley, Mr. Robert Podson and TASC, Mr.
Robert Swift or Mr. Harry Silverman. Presently, Addison-Wesley
wants no more than a 6 foot buffer area which they are willing
to grant to the abutters without this new By-law restriction.
Article 45 - Chairman Zorabedian discussed 128 Sales, Inc. with
the Board of Selectmen on Thursday, April 3, 1980 at Town Hall.
There has been interest by a number of parties in developing the
Dump Site according to recent correspondence and inquiries. As
yet there has been no further progress in the development of the
Dump Site Development Committee. Chairman O'Brien expressed her
response to Mr. Zorabedian and stated that the Planning Board is
in charge of planning for Town-owned land. Mr. Zorabedial will
now proceed with soliciting volunteers to serve on this Study
Committee.
Board member Ellen Childress phoned American Mutual and spoke with
Mr. Holbrook. Mr. Holbrook stated that the piece of property in
Reading which abuts the Town.Dump.is available for sale.
Discussion on the 128 Sales proposed purchase of land at the
Dump included:
- Can the present sewer easement be used as a future roadway?
- Sasaki Report states that use of this land as an auto dealer-
ship should be short-term as it has a slow capital investment
return.
The new assessor, Susan Gibeault, will be making an assess-
ment of this property for the Board ofSelectmen and the
Planning Baord has been promised a copy of this report.
- That access to the Wakefield land owned by 128 Sales from
the land in Reading should not be granted with this sale.
- That the Town negotiate the present sewer_.easement over
the land considered for sale for use as a future roadway
to the back parcels of land.
- Could the Town reserve a piece of this property for a
paper street?
The Selectmen, Board of Public Worksand the Board of Assessors
will be contacted by the Secretary for their input re: this land.
Chairman O'Brien stated that she would request
to reprint the notice for volunteers to serve
hopefully in a more prominent spot this time.

Finances
The Board reviewed the Accountant's Budget Report for the Planning
Board. The secretary will clarify with Joan Kuhme the present
salary account. Finance Committee will recommend an across the
Board o salary and merit increase for Town employees at Town
Meeting. Discussion on the amendment to the Personnel By-laws
included a motion that would have the new By-laws apply.,only to
new hires.
Sale of Town-owned land
Article 47 - The lot at Union.;land Middle Street has been inspected
by E. Childress and presently has a gravel top with some.cars
parking on it. With its close proximity to Reading Center this
would be an ideal spot for an additional parking lot, perhaps for
merchants so that other parking spaces in free Center could be made
available for shoppers, etc.
Capital Expenditiure Plan
The Board discussed relevant items of the Capital Outlay Plan and
voted to defer action on this matter.
Work Program
At present there is no need to give Town Meeting a report on the
general work program of the Planning Board. The present position
of the Board is that unless they can apply for a grant, they will
have to pay for any study work on a per-project basis, as the will
of last Spring's Town Meeting mandated. The Board will make their
report under Ch. 40A, G.L. on both Article 51 on the Town Meeting
Annual Warrant and Article 16 on the Special Town Meeting Warratn.
The Secretary was asked to determing from the Town Clerk if the
Board is legislated to make an Annual Report to Town Meeting.

Minutes of the Public Hearings on Article 16 - Special Town Meeting
Warrant and Article 51 - Annual Town Meeting Warrant
On April 10, 1980 at 8 P.M. in the Community Center Auditorium,
Chairman Zorabedian called the Public Hearing on Article 16 on
the Special Town Meeting Warrant to order with J. Shaw and B.
Mitchel present. E. Childress was attending the hearing on the
Woburn Odor (Hart Report. There were approximately 120 people
present.
