The Board discussed the report prepared by the Assessors' office for the Selectmen on the proposed sale of Town-owned land to 128 Sales Inc., and the input from other studies such.as the Sasaki Report. It was decided.that Mr. Mitchel will make the presentation to Town Meeting requesting indefinite postponement of this article as per the Board's April 28, 1980 vote. Bay State Road Development w A draft letter to MEPA and MAPC was read to the Board members. The,discussion of issues.pertinent to.this matter included the, input from BPW, Conservation Commission, Mr. Fitzgerald (an area resident) and other Town boards and agencies. The Board unanimously voted to have Mr. Zorabedian telephone a response to the above-mentioned agencies that.would state the Planning Board does not feel that the present plans, as presented at the May 1, 1980 informational meeting, have sufficient data and that these plans require that a new Environmental Noti- fication Form must be filed by the petitioners, United Church Homes. This letter will be composed and sent by the first of next week Fire Station -.Articles 34 and 35 i The position of the Planning Board on the proposed study for a new fire station is that they favor a-location that would not be in.such close proximity to a dangerous intersection and hill/curve. MINUTES OF THE MEETING OF MAY 5, 1980. Chairman J. Zorabedian called the meeting to order at 7:10 P.M. in_Room 131, Reading Memorial High School, Oakland Road with members J. Shaw, B. Mitchel and J. Sturm present. Town Meeting Issues Article 45 - 128 Sales, Inc. - The Board discussed their recom- mendation for indefinite postponement of this Article. Mr. Amon, counsel for 128 Sales was notified that the Board was to make such a recommendation. 448 Article 51 - Buffer strip - The Board discussed their alter- native recommendations with. Town Counsel. He informed Chairman Zorabedian that the insertion of-the phrase "where required by either Residential or Business C property owners' needs' some clarification or revision. He will further research this and report back to the Chairman at a later date. Presentation of the Board's position will be made by the Chairman because of the confinement of Ms. Childress. Bay State Road Development Chairman Zorabedian is in receipt of a letter from a neigh- boring resident in the Bay State Road area. In this letter, Mr. John T. Fitzgerald expresses dismay that the Town Boards and Commissions are meeting with the development committee from the Congregational Church re: proposed elderly and handi- capped housing for Bay State Road, and that they are not inviting input from area residents. He stated concers of area residents as: - a development of this size and character would drastically change the character of the neighborhood; - that there is presently, flooding of this property and that any development in this area would have an adverse impact on the presently developed housing in this area; - that safety and security in this area would be adversely affected. BPW has expressed concerns with drainage, water pressure adequacy and utility service to this area. Conservation Commission has reservations with this project and are concerned with flooding and the development of this property which is in a Flood Plain District. They have not had adequate time to review the new plans but will inform the Planning Board of their decision after their analysis. The adequacy of the access road for emergency and fire vehicles is a definite problem. Traffic on this small residential street will be greatly impacted. The Board will discuss this matter again on Thursday after more input from other Town Boards. Upon a motion duly made and seconded, the Board adjourned at 7:58 P.M. to Town Meeting.
