HomeMy WebLinkAbout1980-08-04 Planning Board MinutesMinutes of the Meeting of ust 4; '1980 Chairman`Zorabedian called the meeting to order at 7 :40 PM in Room 19, 52 S -7- -with E. Childress and B. Mitchel present. Ed Coletta from the Reading Chronicle was also present. Correspondence Mail was reviewed. Minutes Adtion on. the minutes "was deferred until the next meeting of the Board. Finances- The Chairman signed the Personnel Action Form granting the 8:1/20 pay raise as granted�at Town Meeting for the Secretary, effective the first.week of August '1980. The form was 'approved for distri- bution to' the Personnel Administrator, Town Treasurer and Town Accountant. The Chairman also signed the FY 181 Distribution of Funds which is to be given to the Town Accountant. It was noted that the Board has encumbered $600 from FY 180 funds for printing the Zoning By -law handbooks and map., The Board was given a presentation`of the:analysis as- prepared by the Chairman and the Board unanimously voted to -'have B.F. Smith print 400 copies of each of the handbooks and maps. HUD Flood Plain Maps The main problem with`the`HUD flood plain maps as discussed at last week's meeting with the Board of Selectmen,Conservation Commission and Board %of PUblic'works as well as members from the newly formed Industrial Development Committee was the inclusion of a newly defined area in the Walkers' Brook region which is in the Town's Industrial District. After reviewing the Board's file on the HUD Insurance program, the Secretary was instructed to send a letter to the Selectmen noting that'the Planning Board advised the Selectmen on May 17, 1979 of this matter and duly took exception to the same. If this area is to be included in the Flood Plain, then the Board will be - "constrained to `present an amendment'to Fall Town Meeting to have this included -in the Town's overlay "district of the Zoning By -laws. The Board also noted that the inclusion of this area in the Flood Plain does.not preclude building within the area but emphasizes restrictions which are also included in the Mass. building code. CTPS - "Clean Air Study" As stated in the draft report 'of the study prepared by CTPS, the Town ill I need an addiitonal'200 -300 parking spaces for CRR. The report identified the daily traffic flows on the Town streets, parking 'from surrounding towns and the daily ridership on the train. main focus of this report was on the Depot and John Street areas the Town. The suggestions included; (Short term) Upgrade. and expand parking in the. Depot area which would _give immediate benefit to the Town freeing up parking spaces in -the shopping area. Approximate cost - range from .$55,000 95,000.. (Long term) Construct a new terminus at John Street site. The Chairman analyzed -the various alternatives as presented' in the report. After discussion the Board members felt that the alternative which. recommends 600 of the BPW yard and 40o of the Incinerator yard would not disturb either opera- tion and would be the best alternative. The approximate cost of this project would be $250,000 not including the cost of acquisition of this land from the Town. The Chairman would like to schedule a meeting with BPW, Selectmen and the Industrial Development Committee before making a report. to the CTPS on this-study. AHOP - MAPC After reviewing the material the Town submitted to MAPC, the. Board has determined that the MAPC set requirements for the Town for both elderly and low and moderate income family housing. MAPC set a very low number for the need for elderly housing in the Town, which Cedar Glen construction exceeded. As the figures the Town.agreed to for low and moderate income family housing have not been met, MAPC therefore gave the Congregational Church's Horizon Homes project a very low rating of 2.5. If the Town is to receive funding from MAPC, then they must adequately address family housing in the Town, as per a letter sent to the Reading Housing Authority from MAPC. The question to be. addressed is; Is Reading going to remain a small, bedroom community or continue to grow thus bringing in more housing like th.e toWns of Stoneham and Medford? The Board would like to be informed of the next meeting scheduled by the Reading Housing Authority so that they can further discuss this matter. Industrial Committee The members of the Industrial Development Committee were duly sworn in last week. Roc O'Connell was appointed acting Chairman by the Board of Selectmen. They were instructed to primarily study the Dump site area. Municipal Office Space John Shaw was requested to obtain some information from John Agnew re: shifting of municipal office, space. Mr. Shaw will also do some preliminary work on the parking lot proposed for the Union and Middle Street Town - -owned lot Zoning By -laws The Board is still awaiting approval from the.
