Chairmam Zorabedian called the meeting to order at 7:34 PM in Room
19, 52 S------with J. Sturm, B. Mitchel, E. Childress and J. Shaw
present.
Correspondence
Mail was reviewed.
Before the scheduled 8 PM meeting with BPW at Town Hall, the
- Board discussed the draft report from CTPS re: "Clean Air Study".
the two most favored options were:
1) 50 car lot at depot for an approximate cost of $60,000;
2) Option 4-C, with an approximate cost of $250,000 without
- land costs for anew commuter rail facility at John
Street to`be constructed on the land which lies behind
both the Incinerator and the BPW garage, close to the
tracks.
The Board discussed the possibility of holding a Public Hearing
prior to the Fall Town Meeting on the proposals from CTPS for
improving commuter rail-parking in Reading.
At 7:55 PM the Board 'recessed 'to meet with the BPW at Town Hall,
At 9:37 PM the Board reconvened in Room'19,`52 S----after discussing
alternative proposals presented to the Town as contained in the
report from CTPS
Finances
The Board unanimously approved payment.of Bills Payable in the
amount of $68.72 for supplies for the School Department's word
processing machine which were used in typing the. Master copies
for printing the new Zoning By-law handbook.
Minutes
The Minutes of the meetngs of April 17, 22 and 28; May 1, 8 and 19;
June 5 and 23; and July 14, 1980 were unanimously approved by
the Board, as corrected.
CTPS "Clean Air Study"
After the meeting with the BPW, the Board will plan to discuss this
matter at their scheduled meeting with the Board of Selectmen on
Thursday,'Sept. 4, 1980 at 8:15 PM, The Board will further examine
how improving the parking at the Depot and the construction of a new
terminus at the Depot will'benefit the Town. J. Sturm will contact
representatives from the "T" and CTPS re: funding.
Union and Middle Streets - Parking lot
John Shaw reported on his survey of the lot at Union and Middle Street,
He feels that this lot can be constructed to park.40-50 cars when properl,
paved and stripped. The Board discussed the readily available
parking spaces in the downtown area of the Center and thought that
some time restriction on the hours allowed for parking in this
area might have to be considered.
The secretary was asked to prepare a questionnaire to send to the
Reading Center businessmen and merchants as well as to John Agnew
and Barbara Nelson at the Library.
Town Buildings Utilization
The energy consulation for the Town.buildings should be completed
within.-the next 2. weeks. The Board will await the report from the
Consulatant'before making any recommendations as to building use.
The-.Chairman suggested obtaining an updated`inventory,of,office
space r6quired by each department and the5 year 'projection: for
employeesand space requirements by department.
The Town will be having some school`'buildings becoming available
that_m.ay be suitable for needs of`the municipal government.
South Main Street
E..Childress,reviewed a copy of.the TAMS report on the South Main
Street traffic and safety problems. The- onlypossibility that
she is able,'to.determine`from Ireading this report is that the
Town can erect a warning light (blinking-yellow) at the inter--
section of Main-and Summer Streets. There was no in-depth analysis
done on the Main Street-South.Street intersection in 'this report.
Ms. Childress will obtain current accidents statistics for this
area from.the'Chief of Police
Zoning By-laws
The Attorney General's approval has not yet been received by the
Town Cler, B.F.Smith, printers, will be coming out!to check the
master copies early next week. The maps are all ready to be
printed..

Upon a motion duly made and seconded, the. Board unanimously voted
to adjourn at 10:15 PM.
