Conference Room, Reading Town Hall Committee Members in Attendance: Alan Foulds, Shirley Buzderewicz, Mary Williams, Nancy Smethurst, Susan Theophanis, Everett Blodgett, and Cathy Quimby Also Attending: Anna Carroll (350th Inc.), Virginia Blodgett, and Roberta Sullivan; Beth Klepeis appeared briefly about 9:10 p.m. I. CALL TO ORDER Alan Foulds called the meeting to order at 7:45 p.m. II. MINUTES OF PREVIOUS MEETINGS The minutes of October 20 were approved as amended. III. COMMUNICATIONS Everett reported that he had picked up receipts and an unsold tote bag from the Hitching Post. Cathy reported quite a number of 350th posters are still available for sale. Susan reported that she had the wood components of the 350th Summerfest booth in her garage. IV. OTHER BUSINESS Signs Ted McIntire has contacted Batten Bros. in Wakefield to design a one-sided Welcome to Reading sign and provide a cost estimate for these signs. Trust Fund The "Framework" adopted at the last meeting was presented to the Commissioners of Trust Funds and Town Counsel. The Commissioners of Trust Funds found certain provisions unacceptable and a new draft prepared by Beth Klepeis was presented. Everett Blodgett felt two trusts would be better. Virginia Blodgett suggested if two trusts were set up, one could be called the Preservation Trust and the other the Celebration Trust. Mary Williams had concerns about the disbursement of funds for the Millennium Party. On motion of Mary Williams, seconded by Everett Blodgett, it was voted 5-2 to establish two separate trust funds: Reading's 350th Anniversary Celebration Trust Fund and Reading's 350th Anniversary Historical Preservation Trust Fund. MA. 01867 Page 2 Reading's 350th Steering Committee October 25, 1994 Everett Blodgett, seconded Mary Williams, it was voted 7-0 to change the wording of the proposed motion; and on further amendment by Mary Williams, it was voted 4-3 to change 11$10,000 plus interest" in the second paragraph to 11$5000 plus interest," so that the approved motion reads as follows: Move that the Town accept the sum of from Reading's 350th Inc. to be held by the Commissioners of Trust Funds and known as Reading's 350th Anniversary Celebration Fund (the Celebration Fund) and to be used for funding, lending or providing seed money for general audience projects organized and run by volunteers representing a cross-section of the community for celebrations, commemorations, or observations relating to the Town of Reading. However, $5,000 plus interest earned thereon shall be unexpendable until the celebration of the 400th anniversary of the founding of the Town of Reading. Additionally, $10,000 shall be unexpendable until January 1999 at which time the Celebration Committee shall authorize the expenditure of $10,000 for a Millennium Party to celebrate the end of the century and the millennium. Any profit from such celebration shall be added to the Celebration Fund under the jurisdiction of the Town of Reading Trust Fund Commissioners. The remainder of plus interest earned thereon and any additional funds which may be given to the Celebration Fund by Reading's 350th Inc., or any other committee, agency, or individual shall be expendable for the purposes aforesaid in any given year. Any expenditure of the Celebration Fund must be authorized by Reading's Celebration Committee consisting of 5 members, each with three year terms, one of whom shall be appointed by the Board of Selectmen, one by the Town Moderator, one by the Historical Commission, one by the School Committee, and one by the Board of Library Trustees; and in the event any of the aforesaid bodies should cease to exist, the Board of Selectmen shall choose an appropriate replacement appointing authority for future appointments. All funds in the Celebration Fund may be expended and the Trust herein established may be terminated, or its provisions rewritten by the Town of Reading's official 400th anniversary committee, or in the absence of any such official committee, by Town Meeting. On motion of Everett Blodgett, seconded by Shirley Buzderewicz, a second motion establishing the Historical Preservation Trust Fund was approved as follows by a vote of 7-0: Move that the Town accept the sum of__ from Reading's 350th Inc. to be held by the Commissioners of Trust Funds and known as Reading's 350th Anniversary Historical (continued) Page 3 Reading's 350th Steering Committee October 25, 1994 Preservation Fund (the Historical Preservation Fund) and to be used for funding, lending or providing seed money for projects organized by an individual or group for perpetuating the recorded history of the Town of Reading. However, $5,000 plus interest earned thereon shall be unexpendable until the celebration of the 400th anniversary of the founding of the Town of Reading. The remainder of plus interest earned thereon and any additional funds which may be given to the Historical Preservation Fund by Reading's 350th Inc., or any other committee, agency, or individual shall be expendable for the purposes aforesaid in any given year.
