Minutes of the 65th Meeting of
Readings 350th Anniversary Celebration Steering Committee
November 2, 1994
8:00 P.M.
Employees Lounge, Reading Town Hall
Committee Members in Attendance:
Alan Foulds, Shirley Buzderewicz, Paul Sweeney, Nancy Smethurst,
Susan Theophanis, Everett Blodgett, and Cathy Quimby
Also Attending:
Anna Carroll (350th Inc.), Virginia Blodgett, Virginia Adams,
Edward Palmer, Roberta Sullivan and Ted Smethurst who arrived

I. CALL TO ORDER
Alan Foulds called the meeting to order at 8:10 p.m.
II. MINUTES OF PREVIOUS MEETINGS
The minutes of October 25 were approved as read.
III. COMMUNICATIONS
A bill for the post office box has been received.
Jamesway has promised that the pictures of the ball will be
available soon.
Gene Richey will be contacted regarding the leftover wood from
the Summerfest booth.
Bill McLaughlin is owed $84.40 for photography supplies and will
submit his receipts for verification and reimbursement.
IV. OTHER BUSINESS
On motion of Cathy Quimby, it was voted to allocate $500 to the
Historical Commission for preservation of the 350th photographs.

Cathy met with Batten Brothers and received an estimate of $800 -
$1200 per sign. On motion of Cathy Quimby, it was voted to
allocate $5,000 to the Department of Public Works for new signs
at the Main Street and 129 gateways to Reading and either a new
or refurbished sign on the Common. On motion of Paul Sweeney,
the wording for the sign was voted as

Trust Fund
Shirley Buzderewicz reported current balances of approximately
$54,000 in the main account and $21,000 in the book account. The
total of voted expenditures is $8,000. Cathy Quimby moved to
direct Reading's 350th Inc. that $45,000 and 1/2 of any remaining
balances after the voted expenditures be deposited to the
Celebration Trust Fund; and $21,000 and 1/2 of the remaining
balances after expenditures plus any future revenue from the sale
of At Wood End be deposited to the Historical Preservation Trust
Fund. Nancy Smethurst offered an amendment to Cathy's motion
whereby $50,000 would be deposited to the Celebration Trust and
all remaining balances and future revenues would be deposited to
the Historical Preservation Trust on the rationale that splitting
voted expenditures evenly between the two accounts would take
$4,000 from each, leaving a balance of $50,000 for the
Celebration Trust. The amendment was defeated, but the motion by
Cathy Quimby was voted in the affirmative.
A short recess was called at 9:05 in order to convene Reading's
350th Inc.
The Steering Committee Meeting reconvened at 9:35 p.m.
Cathy Quimby moved to allow Chairman Alan Foulds to approve the
minutes of this final meeting.
On motion of Everett Blodgett, it was voted to give working
copies of At Wood End to the Reading Historical Commission. On
motion of Everett Blodgett, it was voted to give one copy of At
Wood End to the New England Historic Genealogical Society and one
to the Town Clerk's Vault.
On motion of Paul Sweeney, it was unanimously voted to adjourn,
closing the activities of the 350th Anniversary Steering
Committee and to adjourn the celebration until 2044.
V. ADJOURNMENT - The meeting was adjourned at 10:00 p.m. sine
die.

SUBSEQUENT TOWN MEETING
November 14, 1994
ARTICLE 4 On motion of Alan Foulds, Precinct 2, it was voted to accept the sum of
Twenty-One Thousand Dollars ($21,000) from Reading's 350th Inc. to be held by the
Commissioners of Trust Funds and known as Reading's 350th Anniversary Historical
Preservation Fund (the Historical Preservation Fund) and to be used for funding, lending or
providing seed money for projects organized by an individual or group for perpetuating the
recorded history of the Town of Reading.
However, Five Thousand Dollars ($5,000) plus interest earned thereon shall be unexpendable
until the celebration of the 400th anniversary of the founding of the Town of Reading. The
remainder of Sixteen Thousand Dollars ($16,000) plus interest earned thereon, monies from
future sales of AT WOOD END, and any additional funds which may be given to the Historical
Preservation Fund by Reading's 350th Inc., or any other committee, agency, or individual shall
be expendable for the purposes aforesaid in any given year.
Any expenditure of the Historical Preservation Fund must be authorized by Reading's
Celebration Committee consisting of 5 members, each with three year terms, one of whom
shall be appointed by the board of Selectmen, one by the Town Moderator, one by the
Historical Commission, one by the School Committee, and one by the Board of Library
Trustees; and in the event any of the aforesaid bodies should cease to exist, the Board of
Selectmen shall choose an appropriate replacement appointing authority for future
appointments.
All funds in the Historical Preservation Fund may be expended and the Trust herein
established may be terminated, or its provisions rewritten by the Town of Reading's official
400th anniversary committee, or in the absence of any such official committee, by Town
Meeting.

November 14, 1994
ARTICLE 4 On motion of Alan Foulds, Precinct 2, it was voted to accept the
sum of $45,000 from Reading's 350th Inc. to be held by the Commissioners of Trust Funds
and to be known as Reading's 350th Anniversary Celebration Fund (the Celebration Fund) and
to be used for funding, lending or providing seed money for general audience projects
organized and run by volunteers , representing a cross-section of the community for
celebrations, commemorations, or observations relating to the Town of Reading.
However, Five Thousand Dollars ($5,000) plus interest earned thereon shall be unexpendable
until the celebration of the 400th anniversary of the founding of the Town of Reading.
Additionally, Ten Thousand Dollars ($10,000) shall be unexpendable until January 1999 at
which time the Celebration Committee shall authorize the expenditure of Ten Thousand Dollars
($10,000) for a Millennium Party to celebrate the end of the century and the millennium. Any
profit from such celebration shall be added to the Celebration Fund under the jurisdiction of the
Town of Reading Trust Fund Commissioners. The remainder of Thirty Thousand Dollars
($30,000) plus interest earned thereon and any additional funds which may be given to the
Celebration Fund by Reading's 350th Inc., or any other committee, agency, or individual shall
be expendable for the purposes aforesaid in any given year.
Any expenditure of the Celebration Fund must be authorized by Reading's Celebration
Committee consisting of 5 members, each with three year terms, one of whom shall be
