HomeMy WebLinkAbout1999-04-28 Celebration Trust Committee MinutesMINUTES 350` Celebration Trust Committee April 28, 1999 i a The meeting was convened at 7:05 in the Berger Room at Town Hall In attendance: William McLaughlin, Mary Williams, Patricia Lippitt, Mark Cardono and Kurt Habel. Correspondence: Copies of the official Trust and Historical Preservation document as presented and approved by Town Meeting on November 14, 1994, were distributed. The current financial report as to the status of available funds to be expended by both trusts (received from the Town Treasurer) was distributed. Minutes: Minutes for the March 18, 1999, meeting were reviewed and approved with one addition regarding the Millennium Committee written request for a loan. Business: 1. Kurt Habel - the Selectmen's appointee - was introduced. 2. Kathryn Greenfield a representative of the Downtown Steering Committee made a presentation explaining that Community Earth Day had happened but was somewhat scaled back. She presented the final total of out-of-pocket expenses as $659.49 - which had been paid by many volunteers who should be reimbursed. 3. Discussion took place in order to determine the amount of money that would be disbursed during this open period. It was determined via consensus that we would continue to expend in the 8 percent range. CELEBRATION TRUST REQUEST AND VOTES 4. After reviewing the original grant request of $2,000 submitted by the Reading Downtown Steering Committee, Mark Cardono moved to fund Community Earth Day in the amount actually expended by the committee as presented with final bills ($659.49) Second by Bill McLaughlin VOTE 5-0-0 5. After reviewing the original grant request of $1,500 submitted by the Reading Chamber of Commerce, Mark Cardono moved to fund $1,100 for the Common Lighting Fund. Bill McLaughlin moved to amend the motion to $1,000. Second by Pat Lippitt. On the motion to fund $1,000 for the Common Lighting Fund VOTE 5-0-0 6. After reviewing the original grant request of $1,000 submitted by Reading SummerFest, Pat Lippitt moved to authorize $1,000 for fireworks at the 1999 Reading SummerFest. Bill McLaughlin second. VOTE 5-0-0 7. Reading Junior Woman's grant request for $2,700 for a "Welcome to Reading" sign was discussed at length. In conclusion the Committee decided not to act on the request because it was believed that it did not meet the guidelines of the Trust. It was suggested that we inform the group that the 350' Celebration Committee set aside funds in 1994 for Reading signage that is currently being held by the Town Manager. 8. Bill McLaughlin moved to loan $10,000 to Reading Celebrations Inc. (Millennium Committee). Mark Cardono amended the motion to $15,000 seconded by Kurt Habel. Discussion took place regarding the terms and conditions of the loan. It was decided that we should check with the Commissioners of Trust to determine how they prefer this should proceed as well as to ask the Reading Celebrations, Inc to draw up what they would consider to be an appropriate, formal loan document. On the amendment to loan $15,000 the vote was as follows VOTE 4-0-1 (Mary Williams abstained) HISTORICAL PRESERVATION TRUST REQUESTS AND VOTES 9. Bill McLaughlin moved to fully fund the grant request by the Reading Historical Commission in the amount of $2,500 for a Dell Optiplex Computer and peripherals. Seconded by Kurt Habel. Roberta Sullivan, a representative of the Reading Historical Commission, explained the capabilities of this computer to document, reference and preserve the inventory of Reading home and business documents and pictures currently under their responsibility in the town repository. Discussion took place regarding the assurances that could be given to the Preservation Trust Committee that this computer would be for the sole use by the Reading Historical Commission for the purpose of enhancing and preserving Reading historical documentation as stipulated by the Trust VOTE 4-0-1 (Mark Cardono abstained) 9. Mary Williams moved to approve $800 to fund the request by the Reading Historical Commission to preserve the original 1854 Reading Town map. These funds would be used to preserve and frame the map. The amount was adjusted based on a presentation by Roberta Sullivan, representative of the Historical Comm, who stipulated that the work had been done and a bill in the amount of slightly over $800 had been received. Bill McLaughlin seconded the motion. VOTE 4-0-1 (Mark Cardono abstained) 10. Discussion took place regarding the Reading Public Library's request for $403. It was determined that Bill McLaughlin would discuss the request with Sally McDonald. She will be given the opportunity to provide the Committee with additional information at the next meeting before a vote would be taken. 11. Discussion took place regarding Ed Palmer's request for seed money or a - loan in the amount of $10,000 for the production of an illustrated "THEN & NOW" book. By consensus it was determined that the application raised many questions and there was not enough budget information on the application. It was determined that a letter would be sent to Mr. Palmer requesting more specific information. He will be given the opportunity to present his plan at the next meeting. ELECTION OF OFFICERS: Mary Williams nominated Mark Cardona as Chair. Seconded by Bill McLaughlin VOTE 5-0-0 Pat Lippitt volunteered as Secretary VOTE 5-0-0 Pat Lippitt moved to adjourn seconded by Kurt Habel until the next meeting on Wed., May 26 h at 7 p.m. ~~4L~
