350th Celebration Trust Committee
The meeting was convened at 7:20 p.m. in the employee's lounge at Town Hall.
In attendance: Mark Cardono, William McLaughlin, Mary Williams, and Francis X. Kyle (who has
replaced Patricia Lippit).
Mark Cardono and other members of the Committee took a few moments to welcome Frank and to let him
know the history and purpose of the Committee as well as the general cycle and the schedule of the
Committee during the application process.
The purpose of this meeting was to consider a "Preservation Trust" request by Ed Palmer. Ed Palmer was
unable to attend the meeting. Mark Cardono provided the Committee with another written version of the
request for funding and the following information that he had received from Mr. Palmer over the telephone
just prior to the meeting:
"A new publisher (name unknown) had been found that requires a $4,000 up front financial commitment.
The Reading Then & Now book would be 100 pages, black and white with a color cover depicting the town
center on the front and the high school band on the back. The pricing has changed as follows: --Pre-sale
$10, Retail after pre-sale $15. 48.00 wholesale cost 500 initial print. Requesting a $2,000 loan and a
$2,000 grant from the Historic Preservation Fund."
Mary Williams moved that we offer to loan Mr. Ed Palmer personally for the production of Reading Then
& Now in the amount of $2,000 payable directly to the publisher on a specified date. Loan is to be repaid
to the 350th Preservation Trust Fund by Mr. Palmer within six (6) months of when the check is issued. Mr.
Palmer must be willing to sign a promissory note provided by the Committee reflecting the above. Motion
was seconded by Frank Kyle. VOTE 4-0-0
A letter will to be sent to Mr. Palmer regarding the motion once it is determined that the terms of the loan
are approved by the Commissioners of Trust. W. Palmer will need to provide the name, address and phone
number of the publisher.
Bill McLaughlin moved to adjourn the meeting until October 20, 1999. Seconded by Frank Kyle.
