THE OCTOBER 30TH MEETING WAS H:`-.-..3....D IN THE. CONFERENCE ROOM AT THE
READING PUBLIC LIBRARY. PRESENT WERE BILL DENHARD, BILL GOODRICH,
PAUL KELLEY, ADRIENNE MC MAHON, PEG PLANISKY, CHRIS VACCARO, MOLLIE
ZIEGLER, JONATHAN EDWARDS AND ROBERT JENKINS.
ROBERT ENKINS WAS INTRODUCED. HE IS FROM THE MASSACHUSETTS 1-iL:lUuiING
PARTNERSHIP AND IS OUR REGIONAL CONTACT. HE IS ALSO OUR CONTACT'
PERSON FOR ALL O1"y-+,'ER STATE AGENCIES.
OUR APPLICATION WILL NOT MAKE THE 4TH QUARTER MHP MEETING FOR
ACCEPTANCE. WILL PROBABLY MAKE THE MID FEB. MEETING (IST QUARTER) .
ROBERT JENKINS MUST ATTEND3 MEETINGS BEFORE SUBMITTING OUR
APPLICATION TO BECOME RHP.
THIS COMMITTEE NEEDS TO FORMULATE A SURVEY TO DETERMINE THE HOUSING
NEEDS IN READING AND NEEDS TO DEVELOP VALUE STATEMENTS. MHP IS
PREPARING A NEEDS ANALYSIS WORD BOO& WAKEFIELD IS PLANNING A HOUSING
PARTNERSHIP SYMPOSIUM.
BEAR HILL REALTY TRUST WANTS TO DO THE LOTTERY THEMSELVES. THERE ARE
TO BE. 112 UNITS, 11 @ 85, 000 (VERY AFFORDABLE) AND A CER"T"AIN % AT
110, 000 (AFFORDABLE HOMEOWNERSHIP) AND THE REST AT MARKET RATES -
125. 000. THE P&S IS ALMOST COMPLETE.
THIS COMMITTEE COULD RUN THE LOTTERY FOR THE AFFORDABLE (110. 000)
TOWNHOUSES. WE MEED TO LOOK AT BANKS FOR LOWER RATE MONIES, FOR LOWER
ATTORNEY' S FEES, LOWER DOWN PAYMENTS, NO POINTS AND LIST WHAT IS
AVAILABLE IN THE AREA. SOME PARAMETERS FOR THE AFFORDABLE HOUSIG
(110. 000) SHOULD BE DEVELOPED BY THIS COMMITTEE AND ADOPTED BY THE
SELECTMEN. SOME ARE 1ST TIME HOME BUYER, IDENTIFICATION WITH READING
(LIKE EMPLOYED IN READING, GRADUATED FROM RMHS, GREW UP IN READING, OR
PARENTS LIVE IN READING) .

AFFORDABLE. HOUSING INITIATIVES TO BE INCLUDED IN THE PROVISIONS FOR
THE 10 SET-ASIDE IS TO WRITTEN! BY PEG PLANSKY AND APPROVED BY MOLL I E

Re: Regulations for Chapter 774
Dear Secretary Anthony:
The Reading Housing Partnership at its meeting on October
30 , 1989 , unanimously voted to support the allowance of the
housing units constructed with private money to be included
in the ten per cent (108 ) provision under Chapter 40B.
The Town of Reading has been diligent in its efforts to create
a diversity of housing opportunities within the community
for all income levels. One of the most successful housing
efforts has been the partnership that the Town has been able
to secure with private developers through various Zoning By-
laws and proposals. Currently, the Town has developed or
is in the process of developing twenty-eight very affordable
units offered to the Reading Housing Authority for purchase,
combined with an additional 100 units, with a high percentage
of these to be set-aside as affordable townhouse units. All
these efforts have created opportunities for all income levels
to find housing in this community that is decent, safe, sanitary
and attractive.
We applaud and wholeheartedly support this proposal to amend
Chapter 774 regulations to include these housing initiatives.
The Town of Reading and the Reading Housing Partnership are
committed to equal access to housing within our community.
