READING HOUSING PARTNERSHIP
MAY a, 1990
Present were Dick Dempster, Paul Kelley, Bill Goodrich, Mollie Ziegler
and Adrienne McMahon.
Mollie and Bill brought copies of the Master Plan and By--Laws
Mollie related that the Master Plan did a housing survey and she
will try to get that information from them or have someone from the
Master Plan Committee meet with us.
Bill Goodrich also volunteered to get in touch with Jonathan Edwards
or Mark Favalaro to see what information they had.
Pearl Street come up in the discussion and Mollie volunteered to get
some information about it.
Bill Goodrich brought the zoning map with him and while the committee
examined it9we questioned whether we needed an inventory if town
owned property. It was decided that it would be helpful.
The state of the Real Estate market was discussed. The point was
made that it had a positive side. Since the market was poor and
development would slow downfit gave us time to assess,1survey and
formulate plans for land and other resources available for moderate
housing. (Bear Hill is on hold for awhile because of the poor market.)
Other topics. Mollie will call Richard Jenkins to inquire about the
status of our partnership application.
A MOTION WAS MADE TO ACCEPT THE POLICY STATEMENT by Dick Dempster,
seconded by Paul Kelley. It was passed by 5-0 vote.
A MOTION WAS MADE BY MOLLIE ZIEGLER TO MEET ON THE FIRST THURSDAY
8F EVERY MONTH. It was seconded by Adrienne McMahon., It passed by
a 5-0 vote.
The By-Laws were taken up. Bill Goodrich.put them together in the
order that thgay appear in the packet sent to us by Peg Plansky and
Dick Dempster.
Accessory Apts. (Pg 4-6) Mollie volunteered to identify the number
of such units in Reading.
Townhouse By--Law. (pg 4-14) This was designed around the Adams-Gentile
Greenhouse Acres property and linkage was applied. Part of the
linkage obligation has been met in the units refurbished across from
the Pleasant Street Fire Station. 4 more units are to be completed.
So far, no specific site has been chosen.
The Municipal Reuse By-Law was rewritten with Pearl Street in mind.
Pg. 6, #4.7.2.3 was the culmination of public hearings as to what was
acceptable to the neighborhood. (Roman num. V, Public and Quasi-public
uses are: Private Kindergarten, School, Church, Combined Service Use,
Recreational ((no games of chance)), Educational, Social ((no alcohol)).
Mollie will get copies of the Planned Residential By Law. (That was
written for the Bear Hill Project.)

Bill Goodrich volunteered to draft a summary statement for each of
the 5 By-Laws and where they have been applied.
Adrienne McMahon volunteered to get some general infromation about
town from Census Bureau.
A MOTION WAS MADE BY DICK DEMPSTER TO ADJOURN THE MEETING. SECONDED
BY BILL GOODRICH. Vote to accept was 5-0.
Next meeting, June 7, 1990.
