The Reading Master Plan Housing Action Strategies (Draft copy) sections were discussed in preparation for the statement from this committee to be presented at the open hearing on Oct 7, 1991 concerning the Master Plan. Attached is a statement that might be used in the appropriate section of the"plan. It was voted 5-1 that the role of the Reading Housing Partnership should be established in the Reading Master Plan - Housing Strategies Action Plan section concerning affordable housing. A discussion followed concerning the fact that number of paragraphs might negate the idea of affordable housing, i.e. p.101-100, 1-C, J, & M. There was also a question about 3C and 4G pages 100 & 105.being consistent. Attached is the memorandum sent to CPDC for the Oct.7, 1991 hearing. Respectfully submitted, Mollie Ziegler READING HOUSING PARTNERSHIP COMMITTEE E.; MASTER PLAN The Reading Housing Partnership Committee, to fulfill its responsibilities to the town of Reading, laces a charge before the town to seek the development of Planned Residential Developments which will include affordable housing for moderate income buyers, v;:iersby SUM buyers can utilize the community feedback policies of W771 banks to limit one equity requirements, eliminate points on mortTonss, and acquire a mortgage rate at reduced rate or interests Such PR D's ah ll be accomplished by the town having altered zoning rojuir°e tints for PRD's so that the developer may increase the housing dE, pity, i.e. less square feet of land per unit, over that normally in that area, se as to snake it feasible for the developer to :et 10% of the total units % of market value. This being done vo~wr the authority and direction of the Reading Housing Partnership. We commend the =.PDC on their document and support these strategies. We appreciate all the time and effort spent on this plan. After much discussion the R HP voted -i that the role of the R HP should be established in the Reading Master Plan - Housing Strategies Action Plan section concetinin affordable housing.
