HomeMy WebLinkAbout1991-08-08 Board of Health MinutesBoard of Health Meeting August 8, 1991 The Board of Health held its regularly scheduled meeting at 7:00 p.m. on August 8, 1991 in the Berger Room of the Town Hall, 16 Lowell Street, Reading. Present were Chairman Jim Nugent, and Board Members Paul Caselle and Cathy Baranofsky. Also in atten- dance was the Director of Human Services, Ruth Cogan. Under the first order of business the Board held an election of its officers. By of vote of 3:0, Jim Nugent was reappointed as Chairman of the Board, and Paul Caselle was reappointed Vice Chairman. The next order of business included a revision of the June 13, 1991 minutes to include "In addition, they are to close in instances of flooding" - the final sentence of the third paragraph, page two, under Old Business. The minutes were ap- proved as amended, 3:0. A report of progress from the Town Engineer, William Robertson was presented to the Board. Mr. Robertson outlined for the Board the changes to the intersections at Washington and Main as well as a new proposed intersection from the parking lot of Burger King/Reading Liquors to Main Street which would result in closing off the end of Ash Street near Bolton. The Town Engineer further stated that the project, fully funded, would cost $320,000. Next the Board of Health met with two representatives from the Conservation Commission, Camille Anthony and Jim Biller, to discuss revisions to the Aquifer Protection District. Mr. Biller stated that he would like Conservation to do a series of articles in the newspaper in order to educate the public as to the loca- tion of the A.P.D., explain its purpose, and to take a look at the district to see if it works the way that it should. Several concerns about the district were brought up for dis- cussion such as, underground oil tanks, application of chemicals to the Meadowbrook Golf Club, having the availability of sewer in this part of town as well as an alternative fuel source. The Director stated that she has just received Grant money in order to hold a Hazardous Waste Day in the Fall. Next the Board met with Carol Pizzotti, a representative of Reading Youth Baseball, regarding a complaint from Peter Kramer on the issue of the food being sold at the Little League Shack. The Director noted that an inspection was done, a license was issued, and everything was in order. She added that the food service applicant will have a restricted menu until a sink is in- stalled. In addition she also noted that they have until the end of August to comply with that request. Following the discussion the Board voted, 3:0 in favor, that the license issued to Reading Board of Health Meeting August 8, 1991 Page 2 Youth Baseball is appropriate and a letter will be sent to re- state the conditions (a regular food service license operating under the temporary food service regulations). The Director presented the Board with her recommendations for budget revisions which included the hours of the Public Health Nurse, two hours per week from health inspections, one hour per week from Preventive Education, and the elimination of dead animal pick-up. She noted that the final draft could be changed by the Town Manager. Under New Business: new septic system installed on Mill St (repair) temporary permit fee of $15 for the Carnival was an issue (next year they will combine booths) mosquito monitoring has showed nothing to this date House Bill 5500 needs a letter At 8:45 p.m. the meeting of the Board of Health was closed, noting that the next meeting will be September 19, 1991.
