The Board of Health meeting came to order at 5:08 pm in the resent at the
Berger Room of Town Hall on February 11,

The minutes of January 14, 1993 were approved as submitted.
Recommendation to Town Manager concerning smoking in public
buildings and vehicles. Bond noted that at the last Council on
Aging meeting the Council voted unanimously to recommend to the
Town Manager that the new Senior Center and van be entirely non-
smoking. She said that the Council felt very strongly about this
issue. The Board reviewed the draft report to thoeTlotwnandnager
and approved it (Baranofsky had reviewed a copy of
approved it by telephone that day).
The Board voted 2•.0:0 to approve a policy that all septic systems
and cesspools not in use are to be pumped out and filled in.
Other business: Cogan noted that the DPH will be holding public
hearings at the end of this month concerning the Housing Code's
requirement that building owners be responsible for water bills.
Cogan showed the Board stickers used by the Framingham and Brook-
line Boards of Health for mobile food vendors in order to easily
identify who is licensed in their town. The Board instructed
Cogan to draft the appropriate regulations in order to implement
such a system in Reading at the next licensing period.
Hanscom Air Force Base has formally dropped out of the Mosquito
Control Project bringing its membership back to 19. Fixed costs
for each member community will reflect this change.
The application for a masseuse license of Victoria Dolben was
reviewed. After discussion it was noted that the letter from the
nurse practitioner would be acceptable (rather than from a
physician) and that current fees would need to be paid (fees paid
last April for the application which she never completed would
not count for a new application in another fiscal year). The ap-
plication was approved.

Murphy asked about the status of smoking at the another complaint Fabout

Health Dept yet. Cogan will be requesting a meeting with their
regional manager.
