HomeMy WebLinkAbout1994-02-16 Board of Health MinutesMinutes February 16, 1994 fi The Board of Health meeting came to order at 5:20 pm in the Berger Room of Town Hall February 16, 1994. Present at the meet- ing were Chair Cathy Baranofsky, Vice Chair Bill Murphy, Jim Nugent and staff Ruth Cogan. Also in attendance were Ann Toomey, Chuck Giacchetto, Linda Morrill, Donald and Cynthia Richards, Kathy White, Regina Canelliere, George and Judy Shannon, Connie Leoncello, Barbara and Hank Bardol, C. Gieatorex, Vincent Gien- nusa, John Wash, Raymond Nelson, David Hamel. Discussion of trash disposal at the Schoolhouse Condominiums: Cogan gave an overview of the proposal by the management company, Charges James Associates, to have an enclosed dumpster on the property rather than a trash room in the basement of the build- ing. Each member of the audience was given the opportunity to give their opinion. An overview of those of the owners of units in the building was that they wanted to be good neighbors, were up- set by the hostility that had developed, acknowledged that there were housekeeping problems in the trash room, wanted the Town to pick up their trash, noted there are bugs and an odor as a result of the trash, felt not enough room for trash for 40 units in that room. On overview of the neighbors was that the trash room was the approved method when the units were purchased, that there would be a rodent and odor problem in the neighborhood, trash would be strewn in the neighborhood, the Planning Commission said to try to work things out for one more year, that if the tenants could not be tidy inside they would not be tidy outside, that trash was left outside all weekend last weekend when the snowstorm prevented pick up. Murphy noted that he and Cogan went to the trash room that afternoon. He reported that there was an odor and that all the trash was not in barrels. Nugent discussed the type of refuse in the room, wet vs. dry trash, and suggested trying to work it out inside the building. He suggested methods of trash reduction. Baranofsky asked whether there was suffi- cient room for more containers. Motion was made by Nugent, seconded by Murphy to table the recommendation to CPDC until the next meeting by which time all Board of Health members would have an opportunity to go to the site. Motion passed unanimously. Minutes: Minutes of January 13, 1994 were approved 3:0:0 as sub- mitted. Adoption of policy concerning frequency of inspections of food service establishments: Cogan noted that she had received two phone calls from food service establishment owners who had no problem with the proposed policy. Murphy had waited in the Berger Room last Thursday for 30 minutes in case anyone came to the usually scheduled meeting time with comments - no one came. Motion was made by Murphy, seconded by Baranofsky to approve the policy concerning the frequency of inspection of food service es- tablishments. Motion passed 3:0:0. Update on radon program: Cogan noted that she had given a brief presentation to the Board of Selectmen on activities. It was decided that the 50 free radon kits would be available to Town employees free of charge. Update on Reading Tobacco Program: Cogan gave update on ac- tivities. Appointment of Animal Inspectors: Board voted 3:0:0 to reappoint Diane Kurkjian and Susan Tapley as the Animal Inspectors. Rabies clinics: Cogan described the new regional approach to the rabies clinics with Wakefield and Stoneham. Murphy discussed the voucher system used in Bedford and Lexington and will forward in- formation to Cogan. Plan review for Dandilyons: Cogan noted correspondence concerning new ceiling tiles installed. Meeting adjourned at 7 pm Respectfully submitted, Ruth L. Cogan, MPH Director
