The Board of Health meeting came to order at 5:15 p.m. in the
Berger Room of Town Hall. Present at the meeting were chair
Cathy Baranofsky, Vice Chair Bill Murphy, member James Nugent,
staff Ruth Cogan. Also in attendance were Charles Giachetto, Ann
Twomey, Linda Morrill, Martin Schauer, Sharon McCauley, David
Hamel, John Walsh, John Barrows, Dave Johnson, Jean Thomson,
George Shannon and Karen Gillis.
The minutes of February 16, 1994 were approved as presented
3:0:0.
Schoolhouse Condominiums trash discussion - George Shannon made
comments that he felt that if the trash was outside it would be
to the detriment of the neighborhood. Giacchetto gave a copy of
a report from F and W Pest Control. Tenants noted that there
were already three dumpsters in the neighborhood, that there has
been trash left out at the curb for two days on Linden Street,
and that there are insects in the basement units. Bill Murphy
reviewed the Storage of Garbage section of the state housing
code. Nugent noted that he had visited the building that day and
that there was an odor and a water leak. He also noted that
there was only half a week's garbage as there had been a pick up
on Monday. Motion was made by Nugent, seconded by Murphy that
the trash be moved outside. If it is in a dumpster, the dumpster
is to be screened from the neighbor's view. Motion passed 3:0:0.
Preliminary plan, Ashley Place Phase III - Plan was approved
3:0:0 with the following conditions:
1) Deep observation holes are to be performed at each house
location in the spring of the year, witnessed by an agent of the
Board of Health. Minimum cellar floor elevations are to be at
least two feet above the high groundwater levels.

the following conditions:

location in the spring of the year, witnessed by an agent of the
Board of Health. Minimum cellar floor elevations are to be at
least two feet above the high groundwater levels.
2) Contours of the storm recharge area are to be shown to ensure
a 3:1 ratio.
Meeting with the Stoneham Board of Health - Cogan reported on a
meeting that day with the Town Manager, the Stoneham Town
Manager, and the Stoneham Board of Health concerning purchase of
services for the Inspector and Director from the Town. Members
of the Board expressed concerns.
Booster for rabies vaccination for Animal Control Officer - Mur-
phy noted that he thought that there was an annual or every two
year booster required for the rabies prophylaxis. Cogan said
that she would look into it and report the information to the
Animal Control Officer.
Meeting adjourned at 6:30 p.m..
