The Board of Health came to order at 5:30 pm Thursday June 9, OL n tpre aerger- Room of
Town Hall. Present at the meeting were Board members Cathy Baranofsky `a`nd Jarnes Nugent
and staff Ruth Cogan. Also in attendance were Animal Control Officer Susan Tapley, members of
the public Karen and Brian Morris, Charlene Santo, Kathy Durant, Debbie McCauley. Also in
attendance representing Latham and Latham Sheilah Griffin.
Approval of the minutes of May 12, 1994 were tabled to the next meeting.
Public Hearing for alleged Dangerous Dog at 15 Dana Road:
McCauley noted that there had been a dog loose at the elementary school recently. She noted
that there had been a dog at that address who had bitten (different dog). She noted that the
present German Shepard lunges at people when they go by and she would like the dog restrained
at the back of the property. She noted that she is not against dogs but is trying to prevent a
problem. Santo said that her kids avoid that side of the street because the dog scares them. She
also wanted the dog restrained in the rear of the house. Susan tapley noted that she has been to
court once about this dog. He has been loose several times, although not recently. The
newspaper carrier stopped delivering the paper because of the dog and that she had to spray him
with Mace once when he charged.
Mrs. Morris sympathized with the neighbors as the dog is large. She said that they take him out
from 5:30 - 6;30 am before kids go to school. She is having a fenced area built in the rear of the
property but due to the wet areas it cannot be used all the time. In addition, the dog has had a
reoccuring problem with heartworm and therefore cannot be outside during high mosquito times.
She noted that when the dog was loose the time on the playground it was her daughter's boyfriend
that let him out and went to get. That is why he did not respond to the voice commands. She
agreed to keep him restrained behind the house. Brian Morris noted that the children tease the
dog and throw things at him.
Nugent made a motion to have an enclosure completed at the rear of the property by Septmeber 1
and until that time the dog will the restrained at the rear of the property. Seconded by Baranofsky
and passed unanimously.
Cogan noted that dogs on chains in yards seem to attract raccoons and due to the raccoon rabies
epidemic recommended that the dog not be chained while in the enclosure.
Preliminary Subdivision, Fienamann Circle: The Board voted 2:0:0 to approve the plans with the
condition that a blow off be added to the fire hydrant.
Definitive Subdivision, Persimmon Place: The Board noted 2:0:0 to approve the plans with the
condition that the minimum cellar floor elevations be noted on the plans filed with the Registry.
PRD at the end of Baystate Road: The Board of Health had the following conditions:
1) The water and sewer lines need to be drawn accurately.
2) There needs to be a blow off on the hydrant.
3) High groundwater levels are to be documented by an agent of the Board of Health. Minimum
cellar floor elevations are to be at least two feet above high groundwater levels.
Other business
All Board members were invited to the information luncheon with local physicians. The Board
recommended that Baranofsky be reappointed by the Board of Selectmen to another term. The
Board voted to recommend that the Selectmen reconsider the title of the Human Services
Director include Health. The regulations for application review fees was discusssed. A public
hearing wil be held at the next meeting to adopt the regulations.
