HomeMy WebLinkAbout1995-02-16 Board of Health MinutesMinutes February 16, 1995 The Board of Health meeting came to order at 5:30 pm in the Berger Room of Town Hall on February 16, 1995. Present at the meeting were board members William Murphy, James Nugent and Cathy Baranofsky and staff Ruth Cogan. Minutes of January 12, 1995 were approved as presented 3:0:0. Application for variance from state's plumbing code - Calareso's: Present for Calareso's was Sheilah Griffin (Latham and Latham), Brad Latham (Latham and Latham), Joe Calareso III, and Joe Mosgrove, a worker at Calareso's. Latham gave a presentation to the Board explaining the request from a separate men's and women's room on each of the two levels to one unisex handicap restroom on each level. The Board voted 3:0:0 on a motion by Nugent, seconded by Baranofsky to recommend approval of the request to the state's Plumbing Board. The Board signed a letter to that effect. Planned Residential Development - 48 Mill Street: Latham gave a presentation on the proposed 1PRD. Board voted 3:0:0 on a motion by Nugent, seconded by Murphy to recommend the following conditions to the Community Planning and Development Commission: • the water main should be looped to Mill Street • all existing septic systems should be shown on the plans • plans for trash removal should be submitted to the Board of Health for approval per 105.CMR490.601 FY96 Budget: The budget the Town Manager will be giving to the Finance Committee. The Board expressed frustration concerning the Town's funding of the Prevention Education Coordinator and signed a letter to the Town Manager to that effect. Definitive Subdivision - Anson Lane: A presentation was given by Michael Rosati of Marchionda and Associates. Motion was made by Nugent, seconded by Baranofsky to approve the subdivision with the following conditions: • Deep holes are to be dug in the spring to determine high groundwater levels, witnessed by an agent of the Board. • Minimum cellar floor elevations are to be at least two feet above the high groundwater levels and to be noted on the plans at the Registry of Deeds. Update on Adult Immunization Clinics: Clay noted that they had just received a check from Medicare for $1867 for the influenza shots given to Medicare recipients. All but one were approved, no payment has been received yet for the pneumonia shots. Nugent suggested that the Administrative Assistant keep track of her time next year to see what it costs the Town in salary time to collect this revenue. Public Hearing - Board of Health regulations Section 16 Smoking in Certain Places and Youth Access to Tobacco: Murphy opened the Public hearing at 6:00 pm. Clay read the Legal Notices published in the Reading Times Chronicle on February 9 and 13. Clay gave a summary of changes from the original draft of the regulations to the draft dated February 15 distributed at the meeting. Clay read letters from the following people received at the Health Division office to date: Murphy gave an overview of how testimony would proceed. He noted that everyone who wanted to speak would be given the opportunity, however, they would be given only one opportunity. All testimony was to be directed to the Board. He noted that the letters would be read with first those supporting, then those not supporting. Verbal testimony would be in the opposite order. Leonard D. Restaurant Association Ken Ivester, Wes Parker's Emily Owens, Wes Parker's Bob Child, Main Sail Louise Callahan, family day care provider Gayle Blake, family day care provider Ellie Harris, family day care provider Cecelia Parker, Wes Parker's, submitted a two page list of signatures, no heading to list Barbara Melanson, family day care provider Jean Cashman Sales, family day care provider Suzann Tinney, family day care provider Paul Callahan, family day care provider The following people gave verbal testimony supporting the proposed regulations: Gene Mickey, pediatric dentist D.J. Wilson, Mass. Municipal Association, Tobacco Control Toni Klein, Wakefield Tobacco Control Jane Fiore, Reading Health Division Peg Sallade, Center for Addictive Behaviors Dru Wood-Beckwith Bill Cushing, Christophers Nancy Meehan Gary McEachern Linda Pucci, Boston Tobacco Control Program After asking if there was anyone else who wished to speak and having no response, Murphy closed the Public Hearing at 7:15 p.m. Bob Childs of the Main Sail gave the Board a letter from the Chamber of Commerce. Clay read the letter. Each of the Board members expressed their wish to wait until the next meeting to take a vote. Board voted 3:0:0 to wait until next meeting to take a vote.
