HomeMy WebLinkAbout1996-03-14 Board of Health MinutesThe meeting of the Board of Health came to order at 5:30 pm in the Berger Room of Town Hall on March 14, 1996. Present at the meeting were members James Nugent and William Murphy and staff Ruth Clay. Minutes were approved as submitted by a vote of 2:0:0. Site Plan Review - 162 Main Street: Eric Heyland was available to answer questions. It was noted that the new building would house the present food service and catering operation as well as include the ice cream business. The remainder of the space would be a separate retail store. It was also noted that there may be a basement level, not shown on the plans. The Board voted 2:0 to recommend approval with the note that a plan review as noted in the state Sanitary Code is still required. New business - The Board had no comment concerning the draft DEP Odor Policy. Clay gave an overview of the memo outlining health staff interaction with Focaccia relative to a lawsuit that Focaccia has filed that names the Board of Health as part of the pattern of discrimination of the Town of Reading. The Board reviewed the correspondance and felt staff had acted appropriately. Old business - Clay gave an update on the work of the Healthy Reading Initiating Committee. Clay noted that she had received comments from two residents concerning the Keeping of Animal Regulations. Clay said that she would work on a redrafting of the regulations. Fiocco arrived. Clay noted that the developer for Marion Road Subdivision feels that he is at an impasse with the Conservation Committee and asked if the Board of Health has any local regulations concerning septic systems as he is considering septic systems for the homes rather than municipal sewer. The Board discussed the issue and decided that they were not interested in promulgating regulations that would require new subdivisions to have municipal sewer. Clay told the Board about the new Performance Evaluations and the Board would be requested to review her in October. An update was given about the activities planned for Public Health Week including a photo for the Chronicle scheduled for 6:50 pm March 26. An update was given concerning the process for potential changes to the Tobacco Regulations relative to sale of tobacco to minors. A letter to all merchants who sell tobacco will be going out shortly requesting feedback, the Board will discuss the results at the April meeting, hold a public hearing and vote on changes, if any, at the May meeting, to into effect July 1.
