HomeMy WebLinkAbout1996-07-11 Board of Health MinutesThe Board of Health meeting came to order at 6 pm Thursday, July 11, 1996 in the Berger Room of Town Hall. Present at the meeting were Carol Fiocco and Cynthia Richards and staff Ruth Clay. Approval of Massage Establishment license for Nail Encounter and Co. and Massage Therapy license for Sally Anne Stahl: The owner of Nail Encounter and Co, Clayre MacDonald and Sally Anne Stahl were present at the meeting and answered questions from the Board. The Board voted 2:0:0 to approve the licenses. Jim Nugent arrived. The minutes of the June 13, 1996 meeting were approved 2:0:1. Discussion about goals for FY97: The Board discussed their primary goal of having training in various aspects of the Board of Health business for the new members. For staff, it was felt that getting fully staffed with everyone properly trained would be a priority. Clay gave a copy of goals applicable to the Prevention Education Coordinator from the Substance Abuse Prevention Advisory Council. It was decided that at the next meeting the Prevention Education Coordinator will give an overview of the Tobacco Contract with input for direction for this fiscal year and an overview of the substance abuse program. In addition, a review of the food establishment plan review process will be given, with an example of a complete submission and a contrasting incomplete submission. Reorganization of the Board: On a vote of 3:0:0 the Board voted to keep James Nugent as Chair and Carol Fiocco as Vice Chair. Other business: Clay gave an update on local licensees with frozen dessert licenses. Three of the five tested their machines in June; the two which didn't have been spoken with personally and have assured Clay that monthly testing will begin monthly testing in July with a copy of the results sent to the office. Clay discussed a complaint about a dumpster at 364 Main Street which is not enclosed. After discussion, the Board's consensus was to proceed with enforcement. Richards noted that the Massage Regulations only require a mantoux test within two years of employment and every three years thereafter. Through discussion it was felt that with the increased incidence of tuberculosis that that should be changed to thirty days and one year respectively. Clay will post a public hearing for those changes for the next meeting. Meeting adjourned at 8 pm. Ruth 1c: Clay, MPH Director
