October 10, 1996
The meeting convened at 6:00 p.m. in the Berger Room, Town Hall, Reading, Massachusetts.
Present were Chairman James Nugent, member Cynthia Richards, Town Manager Peter
Hechenbleikner, citizen Jean Garafoli, and EMARC representative Marilyn Martiniak.
On motion by Richards seconded by Nugent the minutes of the Board of Health meeting of
September 12, 1996, were approved as submitted by a vote of 2-0-0.
The Town Manager introduced Jean Garafoli who is a candidate for the Board of Health position.
The Board discussed with Ms. Garafoli the duties and responsibilities of a member of the Board
of Health, and answered her questions.
Marilyn Martiniak representing EMARC reviewed the programs that EMARC provides. The
Town of Reading purchases services for the job training portion of the EMARC program.
EMARC has three residential programs in Reading - Pitnam Drive, Haven and Parker Street
which is subject of a federal grant for rehab, and Bancroft Avenue. They are a host agency for an
organization called Families for Organized Change, which is trying to work with families of their
clients towards independence of their clients. EMARC serves Reading, North Reading,
Wakefield, Stoneham and Melrose. In addition, they are branching out to services in Malden,
Everett and Saugus. Ms. Martiniak runs the job training part of EMARC known as Eastern
Middlesex Industries. They would like to see more job opportunities created for their clients in
the community.
The Board discussed the request for a variance for dumpster screening for Il Mercato Inc. The
Town Manager noted that this is a business which has been approved by the Health Division
because they do sell some food stuff. It is a wholesale provider of restaurant supplies to the
industry, but will be open weekends to the public. There are a number of other dumpsters on
General Way, and none of them are screened. On motions by Richards seconded by Nugent the
Board approved the variance for Il Mercato, Inc. waiving the requirement for screening of the
dumpster.
The Town Manager discussed the November meeting date for the Board, because of Town
Meeting and other constraints. The Board agreed to meet on November 7. They will have
Riverside in at their November meeting.
The Town Manager discussed what date the Board would like to meet with the Board of
Selectmen on general issues, and it was noted that April would be a good month since National
Public Health Week falls in April.
The Town Manager noted that he had discussion with the Funeral Directors regarding burial
permits, and he will schedule the Funeral Directors to come before the Board of Health for
discussion at their December meeting.
The Town Manager reviewed the process of evaluation of the Health Director position in the
Human Services Department. By the end of next week he will have some ideas to discuss with
the Board.
The Town Manager reviewed the budget process. Budget requests will be out the end of this
week and people will have one month to respond. The Town Manager will put together the best
estimate for the Health Division budget, not knowing exactly what our structure will be.
On motion by Richards, seconded by Nugent, Peter Hechenbleikner, Town Manager was
designated as a burial agent.
On motion by Richards seconded by Nugent the Board of Health voted to adjourn their meeting
of October 10, 1996, at 7:30 p.m. by a vote of 2-0-0. 17
