September 11, 1997
The meeting was called to order at 6:00 PM in the Berger Room, 16 Lowell Street, Reading,
Massachusetts by member Cindy Richards. Staff liaison was Ruth Brophy as well as Chairperson
James J. Nugent. Alaine Ward, Massage Therapist was present to have her application reviewed.
On a motion by Cindy Richards and seconded by the Chair, the minutes of August 14, 1997 were
approved by a vote of 2-0.
New Business
Application for massage therapist Alaine Ward was reviewed and approved by a vote of 2-0.
Grant proposal entitled "Little Bytes for Little Tykes", was reviewed and signed by the Board.
Report on the Flu/Pneumonia/Tetanus Clinics and an update on the Hep B clinic.
Old Business
Dumpster at 400 Main Street. Mr. Bates has not enclosed the dumpster and should be fined
retroactively from August 19, 1997, in the amount of $50.00 a day Vote: 2-0.
Issues concerning Title V Zoning changes were tabled until the next meeting.
Open Hearing @ 6:30 PM to hoar public comment on proposed Tobacco Regs., Sections 16.13
Displays/Direct retail sales and 16.14 Suspension/Revocation. Jim Girardo, from Crestview
Exxon at 85 Main Street, Reading, MA was the only merchant who attended the hearing.
Mr. Girardo asked how much time he would have to make the self service changes at his station.
With no other questions, the Board closed the hearing and voted 2-0 in favor of the Regulations.
They voted 2-0 the effective date will be December 11, 1997 giving merchants 90 days to make
physical changes to their tobacco displays.
