Hughes C.Copeiana Minutes of September 14, 1988 The meeting was cailed to order at 7:30 P.M. by W. Hughes Memoers present: Wm. Hughes, K. Rybicki, John Fallon K. Kaminer, Beth White O'Connor J. Connelly. D. Fotino Associate Members present: J. Pacino, T. McGrath Present: Supervisor - C. Copeland Secretary - C. Shea Town Manager - P. Hechenbleikner Human Services - Ms. Ruth Cogan Mr. Peter Moscariello, John Doherty Clinic Tom Darrin - wool Manager Citizens Katt Gass Community Playgrouno A large group of citizens in support of Community Playground Lorraine Salter, with a group of citizens supporting Wading Pool proposal Minutes A motion was made oy Mr,. W Hughes to accept the minutes of July 13, 1988. The motion was seconded by Mr. J. Fallon. The vote was unanimous. Mr. Peter Moscariello John Doherty Baseball Clinic meter. requestea that the committee grant the use of Hawkes ;~ieta Houee ro me Jonn Donerry Baseoal1 Clinic during the February ano April school vacations. Mr. J. Fallon mace a motion that permission should be grantea to Mr. Moscariello. The John Doherty Clinics will pay ail custodial fees. ana a 10% fee of the gross, to the Reading Recreation Division. Mr. R. Fotino seconaea the motion and the vote was unanimous. :`^.r. Peter Moscariello asKea the committee to grant permission to the permanent installation of casecali bases. The committee discussed the pros and cons, ana Mr. J. Fallon movea to table the discussion until the October meeting, asking Mr. Moscariello to communicate his proposal with the Leagues ana Dept of Public WorKS. ~Irs. Mrs. Gass furnisnec the committee with a wealth of aata that naa been gathered, lnc,uaing cost, funa raising efforts ana an overview of the same type of installation in four neighboring towns. me principie aim of the presentation was to seeK approval, support, ana a possible iane site from the Recreation Committee for the project. Further the group requestea the aid of the Department of Public Works. All members of the Recreation Ccommittee were enthusiastically impressed by the presentation. The committee heartily eneorsec the groups effort and aavised them to continue their work. The committee also assigned Chris Copeland to be the liason bettaeen Mrs. Gass and the Recreation Committee. Mrs. Lorraine Salter - Pool Policy, Parents with toddlers and Wading Pool. Mrs. Lorraine Salter appeared before the committee continuing her efforts that mothers and their toddlers be provided with a wading pool or adequate time in the municipal pool. Tom Darrin, the pool manager, discussed the pros and cons of the situation, whereby 15 minutes per hour were allotted to mother and toddler only, at the municipal pool. Mr. Peter Hechenbleikner indicated that he had instructed Chris Copeland to employ the 15 minutes per hour division of time to ensure equal and even access to the pool. A lengthy discussion ensued and the entire matter will be turned over to a sun committee. Chris Copeland will be in touch with Mrs. Salter by November 14. iKr, ^award Driscoll A motion was mace by Mr. j. Connelly to grant Mr. Edward Driscoll the use of Castine Field on Sunday mornings starting no earlier than 10 A.M. for the purpose of playing men's flag football. Mr. Driscoll unaerszanas tnat he will oe resp onsiole for picking up and disposing of any trasn iefz ov the memners of this team. The motion was seconded oy Mr. j. Fallon and the vote was unanimous. Mr. P Hechenbleikner - Town Manager Members of the committee expressed their disappointment to dir. Hecnenbleikner. that he nac changed pool hours to accommodate mothers and tocdlers without consulting them. Mr. Hecnenbleikner stated that ne intended to inform the committee of his position at the August meeting, but because the meeting was cancelled, he was unable to ao so. Mr. Hecnenoleikner also expressed his concern that he has not receivea any preliminary information concerning the structuring of a "Master Park Plan" from the Recreation :Division. A discussion ensued in which Mr. Hechenbleikner spoke of the value of Associate Members. Although they ao not cast a vote. they can give additional input: fresh views on various subiects, fullfill roles in a sun committee capacity and generally strengthen the role of the Recreation Committee. Mr. Hechenbleikner stated that once all contracts are signed and ratified with all town personnel, the employees of the Recreation Division will receive their retroactive increase. Correspondence A second Letter from Mr. Philip Hurton has been received in regard to a Youth Baseoall incident, which has been resolved. A letter has peen received from Louise Morrison regarding Summer 1988 staff. The letter indicates her satisfaction with the Camp B staff. A thanK you letter regarding the John Doherty baseball clinics held this summer has been received. Legai services requisition form memorandum from the Town manager has been received. A ietter from the Fred S. James and Co. regarding a recent visit to our facilities has been received. A memorandum from Tony Fletcher regarding his comments concerning the Fred S. James and Co. letter has been received. A letter from the Kaminers and Conboys which appeared in the Reading Chronicle, has been received. A request from "Americans for Live Music", asking support for the MPTF, has been received. The committee chose not to support them monetarily. Correspondence to the Town Manager regarding employee recognition. A memorandum to Ruth Cogan regarding summer 1988 salary. Current Programs No Business ~)i c 3us i ness No Business New Business Chris Copeland gave an appraisal of the 1988 Summer Programs. She touched upon all the various elements and what ever stream lining should be done to make the 1989 program more successful. Ruth Cogan, Supervisor of Human Services, spoke in regard to summer personnel and salaries. Ruth informed the committee that there would be changes next year. Ruth feels that time cards should be used, and agreed the staff was underpaid. There being no further business, Mr. J. Connelly made a motion to adjourn the meeting. Mrs. K. Rybicki seconded the motion, the vote was unanimous and the meeting adjourned at 11:00 P.M.
