Recreation Minutes
November 10, 1993
The meeting of the Recreation Committee came to order at
7:30.pm., Wed., Nov. 10, 1993 in the Conference Room at Town
Hall. Present at the meeting were members K. Kaminer, F. Con-
over, G. Richards, J. Pacino, S. Cavicchi, C. Campbell, E. Han-
ley, L. Salter, J. McGrath, associate members William Buckley and
Tom Zaya, Recreation Supervisor, S.Kajander, citizens Sharon
Drillio, Fred Capasso, Don St. Laurent, Paul Dodge, Joanne
Gutierrez and Linda Goodemote.
Approval of the minutes of Oct. 13, 1993 was motioned by J.
Pacino and seconded by Conover. The vote was 7-0-0 for approval.
John McGrath requested being removed from the Teen Center sub-
committee. The vote was 7-0-0 to approve the request. Salter
was added to the Teen Sub-Committee. The vote was 7-0-0 to ap-
prove the request.
Sharon Drillio, speaking on behalf of Pop Warner football, ad-
dressed two issues. The need for a permanent home for the youth
football team, and the small scheduling problem which occured on
Sunday, with Pop Warner having a permit to use the High School
practice field, and the band having use of the main football
field. Conover noted that the problem was worked out, but
Kaminer pointed out that the long term problem for Pop Warner
footbal; i.e. having a home to call their own, still exists.
Kaminer also suggested Parker as a possible site, but Hanley
pointed out a soccer conflict and a water problem in the Fall.
The Nike site, with a small shack for storage and food sales,
would be the perfect solution according to Don St. Laurent. Sal-
ter stated that the long range future of Washington Park is to
make the field multi-purpose. After further discussion, it was
agreed that Pop Warner should work with the school committee, and
have a place on the Nike site committee. Cavicchi offered to
talk to the superintendent, and also communicate with Coach
Kaspzak about the importance of Pop Warner football as a feeder
program for Reading High School football. She will then contact
Fred Capasso with the information.
The fee structure the Recreation Dept. uses to accompany field
permits was reviewed by Kajander. Speaking on behalf of Ginger
Butler and himself, he stated that the system and prices had run
smoothly, and that the office had no problems to report.

Richards made a suggestion to increase the fee for out of town
teams. Conover pointed out the difference between a family
cookout and an organized team activity, and Richards pointed out
that the town should not totally prohibit other teams from using
our town for different events. Richards than made a motion to
leave the fee structure as it stands, but for out of town or-
ganizations (teams) interested in renting our fields, the fee
will be $100 per game and the permit will be granted at the
discretion of the recreation committee. Motion seconded by
McGrath. Motion approved 9-0-0.
Concerning the Pop Warner football program, Conover made a motion
to grant Pop Warner the right to reserve the field for practice
without any fee being charged; thus continuing as before, with
payment for games only. Campbell seconded the motion. Motion
approved 9-0-0.
Next, Richards briefed the committee about the contents of the
Drug & Alcohol meeting. He noted the possibility of a Drug. Free
Weekend event being held before school vacation in April.
Richards discussed speaker possibilities, parental participation
and possible recreation committee involvement.
At this point Cavicchi briefed the committee about the smoking
issue involving public schools. There is to be no smoking inside
or outside on school property. The school committee is currently
reviewing ideas of ways to enforce the'smoking ban.
Kaminer introduced a memo from P. Hechenbleikner to the Recrea-
tion Committee regarding the use of alcohol during softball games
at Birch Meadow fields. Campbell stated that the problem was
most noticeable during 3 main weekends. These weekends involved
tournament play with neighboring towns. Richards noted the ab-
sence of trash cans at most of the fields, while Conover
reiterated the fact that there should be no alcohol at any fields
at any time. The committee suggested that Bill Carroll (Reading
Men's Softball) attend to next committee meeting, to discuss ways
to correct the trash and drinking problem.
Kaminer introduced another memo from Hechenbleikner requesting
that the committee establish goals for the upcoming months; goals
which are both short term and attainable, as well as long range.
Ed Hanley, John Pacino, John McGrath, and Kate Kaminer will form
the sub-committee.
Kaminer informed the committee of Hechenbleikner's approval of
$3000 to be used in the Spring for the improvement of Morton
Field.

Pacino passed out a copy of the Recreation Park Planning report
to all members. This is the final report, and McGrath made a mo-
tion to accept it as such. Conover seconded the motion. In
favor 4-0-0.
Linda Goodemote requested permission to address the committee.
Goodemote raised the question of establishing "B1° traveling teams
for the Saturday Leagues. Conover made a motion to expand the
league to include "B" travel teams for grades 6,7, and 8 if gym
time and coaches are available. McGrath seconded the motion.
All in favor 9-0-0. Kajander will proceed in establishing the
teams is possible.
Kajander reviewed the tennis program for Reading Juniors. Salter
motioned for Kajander to go forward and advertise the program
through all the channels available and see what kind of response
we get. Conover seconded the motion. All in favor 9-0-0.
Salter made a motion to adjourn. Conover seconded the motion.
All in favor 9-0-0.
