Recreation Minutes
October 12, 1994
The Recreation Committee meeting came to order at 7:30 P.M.`in'
the Conference Room of the Town Hall. Committee members attend-
ing, Sue Cavicchi, John Pacino, Kate Kaminer,'Gordon Richards,
Lorraine Salter, Chris Campbell, and John McGrath. Also `in' at-
tendance was Human Services Division Head.Ruth Cogan and Recrea-
tion Administrator Joe Connelly.
Minutes on September 14, 1994 were approved as presented on a mo-
tion by Cavicchi, seconded by Pacino 6-0-0.
Reviewed end of summer report. Kaminer asked about the employee
problems at the pool. Connelly explained that a communication
problem existed between employees and administration. There were
questions on policy of the past and present. Connelly explained
new employee handbook. Cavicchi suggested that employee's sign
the hand book, acknowledging they have read and understand the
existing policy.
Pacino asked what changes were being looked at for the summer
camp program. Connelly explained that nothing had been finalized
but steps are being taken to make the camp more appealing to one
time and repeat campers.
Pacino asked if the committee felt the 15% clinic 'fee was to low.
The committee felt that the 15% was not to low 'for `a majority of
the clinics and you could not punish a clinic for being success-
ful.
Connelly explained possible winter programs.
Pete Moscariello Baseball School was accepted on a motion by Sal-
ter, seconded by Cavicchi 7-0-0
Salter suggested a Easter bonnet/hat competition be added to the
Easter Egg Hunt.

Campbell suggested Connelly speak with David Roy of the `Reading
Fire Department about the CPR course.
Salter suggested that thought be given to a Reading Recreation
Sponsored Octoberfest for next year. Food, Dance, and Music.
Committee discussed amended Football Practice Field Policy. Com-
mittee does not understand the Town Mangers involvement with the
lights. Connelly asked the a vote not be taken until he has
received the hourly rate from Pop Warner.

Connelly discussed up and running programs and those programs
which have been canceled.
Connelly expressed his concern in the existing field policy. The
committee agreed a new policy should be developed that better
suits Recreations needs. Connelly will meet with Richards to
discuss policy.
Subcommittee reports:
Teen Center - Connelly and Salter discussed the committees cur-
rent goal to find a site. Connelly will meet and discuss idea`
with Dr. Munnelly. Cavicchi suggested the upper gym at the
highschool be looked at as an option. The success of the middle
school early release trips was discussed.
Substance Abuse Advisory - Richards discussed the council is cur-
rently working toward this years drug free weekend. The council
would like recreations involvement. Richards asked Connelly to
attend a meeting.
Swimming Pool - Connelly and Salter explained there current
situation with trying to find revenue and expenses of similar
municipal pools.
Other Business
Connelly discussed the travel basketball policy of traveling team
players participation in the Sunday League. Connelly recommended
that for this year the committee allow the travel team par-
ticipants to have an option. If this did not work this year then
the rule could be change next year. The committee voiced strong
opposition to allowing travel team players to participate in Sun-
day League. The committee agreed to let them have the option of
playing on a one year trial basis. Connelly will make coaches`
and division coordinators aware of the recreation committees
view.
Cogan explained the current budget situation. Cogan explained
her proposal to increase the administrators travel allowance.
Cogan also explained her proposal to increase the amount for
electricity expense for ice skating and tennis. The committee
accepted cogans budget proposal.
The meeting was adjourned at 10:00 PM on a motion by Cavicchi,
seconded by Salter, approved 7-0-0.
