Recreation Minutes
November 9, 1994
The Recreation Committee meeting came to order at 7:30 P.M. in
the Conference Room of the Town Hall. Committee members attend-
ing, Sue Cavicchi, John Pacino, Kate Kaminer, Gordon Richards,
Lorraine Salter, Chris Campbell, Ed Hanley, and John McGrath.
Also in attendance was Recreation Administrator Joe Connelly and
Pop Warner President Paul Dodge.
Minutes on October 12, 1994 were approved as presented on a mo-
tion by Cavicchi, seconded by Pacino 7-0-0.
Review Supervisor Report.
Connelly, explained the situation with the budgeting of
electricity at the Birch Meadow Tennis Courts and area ice skat-
ing ponds. The committee was not aware that the proceeds from
the Tennis Tournament went towards paying the Tennis Court Light
Bill. Connelly will set-up a meeting with Kaminer, Cogan,
Hechenbleikner and himself.
Salter would like it to be pointed out that the proceeds from the
tennis tournament go towards refurbishing the tennis courts.
Salter wants to know, who would be in charge of refurbishing the
courts if the tournament money went to lighting cost.
Connelly stated the retreat would take place December 5, 1994.
Connelly presented the program proposal for "Special Skates", a
special needs ice skating program. Connelly pointed out that
Recreations only involvement would be in sponsorship for in-
surance purposes. Hanley stated his concern with the risks in-
volved with this program. The committee wants the organizers to
understand their concern. The committee would like proper safety
measures to be taken, and the parents to be their at all times.
Cavicchi made a motion to accept program and their rates of $130
for residents and $140 for non-residents. Hanley seconded, with
an addition that the program reach it's break even number.
Program accepted 8-0-0.
Paul Dodge from Pop Warner came to speak on Pop Warners behalf
about a lighted football practice field policy. Dodge explained
how the selectman granted Pop Warner sole use of the lights.
Recreation Committee stated that when Pop Warner met with the
Committee before raising the lights it was explicitly clear that
the lights would give Pop Warner no special privileges over the
field.

Connelly discussed the idea to permit Pop Warner practice time
because of the unique circumstances involved. Kaminer agreed
that a unique circumstance does exist and the Committee should
recognize this. Hanley stated his concern with the precedent
this may set with other sport organizations. Connelly mentioned
Pop Warner's ability to practice any where else.
Cavicchi made the motion to accept the motion to permit Pop War-
ner practice time under the following conditions:
1) Pop Warner will make their request like any organization
2) Pop Warner will pay for permitting as stated in field policy
3) The policies of permitting practice for Pop Warner should be
voted on every year.
Pacino seconded, 7-1-0 motion accepted.
Pacino stated that we did not need another field policy for the
football practice field, we have a policy. Kaminer suggested
that since the Committee did not have control over the lights,
the Committee should not be in involved in the permitting of the
lights. The Committee agreed.
The Committee felt that the Town Manager should control the per-
mitting of lights because he has control over the use of the
lights.
Connelly expressed his desire to put this in writing to the Town
Manger. The committee agreed.
Connelly summarized the field policy proposal. The committee sug-
gested 2 changes: No smoking rule, and deletion of separate
light policy. Hanley stated possible problems with organizations
not having their final schedule by the due date. Committee felt
that the organizations should have a accurate schedule by that
point in the year. Richards motion to accept with changes,
seconded by Campbell, 7-0-0.
Subcommittee Reports:
Teen Center- Connelly spoke about the Friday Night Activities.
He will meet with teen center sub-committee to get a date and
volunteers.
Substance Abuse- Richards explained the Cable show perspectives
and the up coming Drug Free Weekend in March. Committee agreed
that the weekend and television shows sounds great.
Swimming Pool Connelly briefly summarized the trip to Connec-
ticut to view a pool in Granby with Kevin Flatley and Peter
Hechenbleikner.
Pacino motion to adjourn, Cavicchi seconded 7-0-0.
The meeting was adjourned at 9:30 PM.
