Recreation Committee Minutes
April 12, 1995
The Recreation Committee meeting came to order at 7:30 PM in the
Conference Room at the Town Hall. Committee members attending
were C. Kaminer, J. Pacino, C. Campbell, F. Conover, J. McGrath,
L. Salter, and S. Cavicchi. Also in attendance was Recreation Ad-
ministrator Joe Connelly and Reading Men's Softball Commissioner
Mike Moscariello.
Minutes of the March 8, 1995 meeting were approved on a motion by
Pacino, seconded by Cavicchi, 5-0-2.
New Business:
Mike Moscariello,from Reading Men's Softball, asked the committee
to grant a special permit for Sunday, June 25, 1995. R.M.S.B.
would like to begin at 10:00 AM instead of the 12:00 PM scheduled
start. The request was made because of the number of games in-
volved with a tournament. Starting early allows extra time in
case of a rain out on Saturday and is more attractive to outside
teams looking to participate in the tournament. Moscariello will
be requesting a total of three special permits for all R.M.S.B.
sponsored tournaments. At this time he is asks':'that he be
granted one special permit for June 25th.
The Committee discussed the situation with R.M.S.B. and the 12:00
PM Sunday morning start rule. Pacino and Conover thought the rule
was in affect for a reason and the committee should either en-
force the rule or eliminate the rule totally. Salter and Cavicchi
suggested that the rule should have some exceptions under certain
circumstances. Connelly explained that by having this rule in
affect, requests for starting before 12:00 on are Sunday are few.
Salter made a motion to grant R.M.S.B. a special permit to begin
at 10:00 AM on Sunday, June 25, 1995. The other two permits in
August and September are dependent on the success of the June
25th exemption. Seconded by Cavichee.
Conover and Pacino wanted it to be reflected in the minutes that
the committee should look more closely at the 12:00 PM Sunday
start rule at a future meeting.
The motion was approved 5-1-1.

Recreation Administrator's Report:
Connelly asked if there were any questions from the committee on
the submitted Administrator's report.
Kaminer asked Connelly to further explain the situation with
Reading Youth Softball.
Connelly handed out the letter that was received by Mary Robil-
lard, President of Reading Youth Softball and reviewed it with
the committee.
Connelly handed out the letter he wrote in response to the
R.Y.S.B. letter.
The committee approved the letter and asked Connelly to invite
the entire Reading Youth Softball Board to the next meeting to
discuss the unsubstantiated rumor's within the Reading Youth
Softball Organization.
Conover asked Connelly to further explain the happenings with Im-
agination Station.
Connelly explained that the Town will now be responsible for the
complete maintenance of the playground structure, taking this
responsibility away from the Friends of Reading Playground.
The committee felt strongly that Recreation should stay away from
any responsibilities having to do with Imagination Station, ex-
cept for the monthly inspection. The Committee suggested that
Peter form a Playground Committee, which would monitor the
playground and it's maintenance.
New Business:
Connelly reviewed the Bid Specifications for Summer concessions
at the Grant Municiapal pool. Campbell made a motion to accept
the Bid Specifications as submitted to the committee, seconded by
McGrath, 7-0-0.
Connelly presented the request from Reading Youth Baseball for a
special permit to begin at 11:00 AM on June, 4, 1995. Pacino made
a motion to grant R.Y.B. a special permit for Sunday, June 4,
1995, seconded by Conover, 7-0-0.
Connelly asked the committee if a fee would be assessed to Pop
Warner for their field permits to practice at the Football Prac-
tice field. The committee suggested that the fee be waived.

Connelly discussed the issue of youth teams practicing at the
Birch Meadow Complex before 5:30 PM. The committee stated that
this was not a Reading Recreation issue, it should be handled by
the R.M.H.S. Athletic Director.
Connelly presented the Committee with the proposal of Reading
Recreation having something to do with the lining of the R.M.H.S.
playing fields. The Committee would not discuss the matter.
Connelly presented the committee with the proposal received on a
gymnastics camp. The committee thought this was a good idea for
a future program.
Kaminer asked the committee what it wanted to do for Municipal
Government Week. Conover proposed that the Committee invite stu-
dents who are involved in Middle School Student Government to our
next meeting. Students will be assigned a Committee member to
witness the meeting. The committee thought this was a tremendous
idea.
SubCommittee Reports:
Teen Center
Salter reviewed the last Teen Center Friday night activity and
summarized the future projects.
Swimming Pool
Salter reviewed the sub-committee's first meeting and it's goals
and objectives.
Open Space Advisory
McGrath explained the final report has been handed in and that
the open Space Advisory Committee would be submitting reports to
the chairperson of different committees.
Pacino and McGrath exited meeting at 9:45 PM
Salter discussed the up coming Tennis Tournament, asking for the
committee's input. The Committee shared suggestions.
Conover made a motion to adjourn, seconded by Salter, approved
5-0-0. The meeting was adjourned at 10:00 PM.
