October 11, 1995
The Recreation Committee meeting came to order October 11, 1995 at 7:30 PM in the Berger
Room at the Town Hall. Committee members attending were John Pacino, Dave Bryant, Kate
Kaminer, Lorraine Salter, Chris Campbell, and Gordon Richards. Also in attendance was
Recreation Administrator Joe Connelly.
Minutes of the September 13, 1995 meeting were approved on a motion by Campbell, seconded
by Pacino, 6-0-0.
New Business:
Connelly reviewed the end of season report for the Committee highlighting each program's net
gain and making recommendations for next season.
Connelly answered questions from the Committee.
Pacino asked why pool salaries and custodial expenses were being charged to the Summer Camp.
Connelly explained that pool salaries were a percentage of the swim instructors time that was
used by the camp participants and the custodial time was the overtime hours for Friday
afternoons.
Connelly explained that the Swim Lesson schedule for this coming season would be altered to
become more efficient.
Connelly recommended that the Life Guard program be discontinued.
The Committee agreed that the program did not have sufficient numbers to continue.
Connelly recommended that the number of Theater in the green Concerts remain the same with
some performance changes and the Touch of Class concerts be reduced by one, keeping the
popular performers and Reading based bands.
Connelly reviewed the Summer Camp Questionnaire with the Committee and answered
Committee member's questions.
The Committee discussed the memo from the Town Manager requesting that the Town Forest
Committee and Recreation Committee meet and discuss how to improve public access to the
Town Forest.
The Committee decided to have John McGrath as representative of the Committee and Joe
Connelly meet with the Town Forest Committee.
The Committee decided not to support the proposal by Priscilla Carter to be the Reading
Recreation trips coordinator.
The Committee decided to support Reading Recreation co-sponsored trips with Collett Tours.
Recreation Administrators Report:
Connelly reviewed the report and discussed details with the Committee.
The Committee discussed the October 24th Selectmen's meeting.
Richards explained the Committee's main purpose should be to make the Selectmen understand
that the Recreation Committee is charging a field fee, which in the eyes of the organizations holds
Recreation responsible for the day to day maintenance of the fields. Recreation does have input in
Capital Improvement matters, but has no direct authority over day to day maintenance.
Connelly asked for volunteers for the October 21 basketball and ski registration.
Bryant, Kaminer, Salter, and Richards all volunteered.
Drew Bililies entered the meeting at 8:45 PM
Connelly explained to Bililies the reason he was asked to come in front of the Committee.
Drew introduced his existing programs and reviewed his mailing list and number of Reading
participants.
Swimming - 10 Total - 4 Reading
Athletes on the move - 8 Total - 4 Reading
Tickets to adventure - 13 Total - 4 Reading
Friday night wow - 15 Total - 6 Reading
Copa Cabana - 7 Total - 0 Reading
Bowling - 4 Total - 3 Reading
Total Reading students - 12 - 15
Mailing List - 30 Reading residents
Drew asked for more help from Reading to expand his programs.
Salter suggested that Drew submit a list of alternative programs for younger ages to the
Committee.
The Committee will then meet with the PAC to see if any of these programs meet their needs.
Drew exited the meeting at 9:30 PM.
The Committee discussed the Spinning Wheels program.
Subcommittee:
Teen Center Committee - Connelly explained the Committee will be meeting next week with their
new format. Separating the adults and the students.
Connelly and Kaminer discussed the lack of chaperone support and the possible safety hazards.
Salter made a motion to cancel any early release trip which does not have a minimum of a 1:15
chaperone to student ratio. Seconded by Bryant, 6-0-0.
Substance Abuse - Bryant reviewed the Councils first meeting and their preparations for the Drug
Free Weekend.
Swimming Pool Task Force - Salter explained the she is writing an article to the paper to make
the public aware of current pool issues. Salter is also in the process of contacting member of the
2000 Committee.
Pacino made a motion to adjourn, seconded by Richards, approved 6-0-0
The Recreation Committee meeting was adjourned at 9:50 PM.
