April 10, 1996
The Recreation Committee meeting came to order on April 10, 1996 at 7:30 PM in the
Conference Room at the Town Hall. Committee members in attendance included Lorraine Salter,
Kate Kaminer, Chris Campbell, Sue Cavicchi, John McGrath, and Gordon Richards. Also in
attendance was Recreation Administrator Joe Connelly and Reading Resident Ann Nitale.
Minutes of the March 14, 1996 meeting were approved on a motion by Campbell, seconded by
Salter, 4-0-2.
New Business:
Connelly introduced Ann Nitale and explained her request for a special permit for Sunday, 6/02 to
begin at 10:30 AM.
The Committee suggested Playground Field instead of Tennis Court Field. Playground Field will
have less direct contact with abutting neighbors and provide a playground area for the younger
children.
The Committee further discussed this request.
Richards made a motion to approve the request, seconded by Cavicchi, 6-0-0.
Ann Nitale exited the meeting at 7:40 PM.
Connelly presented the proposal from RYB for special permits for Sundays 6/02, 6/23, 6/30 to
begin at 11 AM. Connelly explained these permits have traditionally been granted by the
Committee.
Dave Bryant entered the meeting at 7:45 PM.
The Committee discussed this proposal.
Campbell motioned to approve the request from RYB to begin at 11 AM, seconded by McGrath.
The Committee asked Connelly to make sure RYB understands that this permit means no starting
before 11 AM.
The motion was approved 7-0-0.
Connelly presented the new field permitting policy which revised the definition of Reading
Resident, Non-Resident with Reading based employment, and Non-Resident not employed within
~ti the Town of Reading.
Salter motioned to accept the changes as presented for the Field Permitting Policy, seconded by
Bryant, 7-0-0.
Administrators Report:
Connelly reviewed the report and answered questions from the Committee.
The Committee discussed Article 13.
Cavicchi explained to the Committee her concerns with the proposed article.
Richards suggested that Connelly present information on the number of school children and the
increasing enrollment.
The Committee understands the need for more fields and safer field conditions and supports the
article.
Subcommittee Reports:
Teen Center - No Report
Substance Abuse - No Report
Pool Subcommittee - Salter further reviewed her meeting with the RMHS 2000 Committee and
the new Capital Improvement plans for the swimming pool.
Connelly and McGrath reviewed the up coming Community Day and it's activities.
Richards motioned to adjourn, seconded by McGrath, 7-0-0.
The Committee was adjourned at 9:00 PM.
