Recreation Committee Minutes `
Tuesday, June 09, 1998
The Recreation Committee meeting came to order at 7:30 PM in the Berger Room at Reading
Town Hall. Committee members in attendance included Dave Bryant, Jack Downing, Pam
Andren, Claire Bolger, Alan Beaulieu, and Kate Kaminer. Also in attendance was Associate
Committee member Bernie Winne, and Recreation Administrator Joe Connelly.
Kaminer made a motion to approve the minutes of the Thursday, May 14, 1998 meeting, Bolger
seconded the motion, approved 5-0-1.
Connelly introduced Alan Beaulieu as the newest Recreation Committee member. Connelly also
thanked departing Committee members Pam Andren and Bernie Winne for their efforts during the
last year.
Fall Recommended Program Fees
Connelly reviewed the FY99 Fall/Winter Program Fee Recommendations.
Connelly summarized the financial operation of the Recreation Division for Beaulieu.
Connelly explained that the Recreation Division must generate approximately $46,000 in surplus
to operate at a break-even point.
Connelly continued to review the report answering Committee questions.
Winne pointed out that the Roller Hockey program had two different fees, $48 and $50, in the
write up.
Connelly explained that the recommended fee was $48 dollars.
Committee members asked if Connelly could look into the Cedardale Sports Complex in Haverhill
as a possible middle school early release trip.
The Committee discussed the early release trip program.
Connelly reviewed the clinic operations and the Committee's philosophy regarding clinics.
Connelly stated that increased clinic offerings could increase the estimated clinic fee surplus this
Fall and Winter.
Connelly reviewed the Sunday Basketball and Travel Basketball program.
Winne asked if the new travel program run by Carl McFadden would decrease participation
numbers and revenue.
Connelly explained that if participation numbers decrease and the number of teams run under
Reading Recreation decreases, there would be neither a gain or loss in the program revenues.
Connelly explained that the Ski program fees will only increase if Nashoba Valley increase their
fees.
Downing asked if the current fee for this program was low compared to the amount of
administrative time the program needs.
The Committee discussed the Ski program fees.
Connelly reviewed the Odyssey of the Mind program fees. Connelly explained that the OM
program participants receive a lot for their money.
Bryant asked if this program could be incorporated into the school or town budget.
The Committee discussed this issue.
Connelly finished his review of the other programs.
Bryant reviewed the recommended fee increases.
Bolger motioned to accept the FY99 Fall/Winter Program Fee Recommendations as presented,
seconded by Kaminer, approved 6-0-0.
Committee member Sue Cavicchi entered the meeting at 8:25 PM.
Committee Elections
Connelly stated the Committee member Dennis Lucyniak has expressed interest in the Vice
Chairperson position.
Downing nominated Lucyniak for the Vice Chairperson position, seconded by Kaminer.
Bryant stated that there might appear to be a conflict of interest with Lucyniak being
Commissioner of Reading Youth Baseball.
The Committee discussed the conflict of interest issue.
Connelly suggested that the vote be tabled until Lucyniak was present.
Kaminer nominated Bryant for the position of Chairperson, seconded by Cavicchi, approved
6-0-0.
Committee member Lorraine Salter entered the meeting at 8:35 PM.
Kaminer nominated Salter for the Vice Chairperson position, seconded by Bryant.
The Committee decided to table the Vice Chairperson vote until Lucyniak was present.
Administrator's Notes
Connelly reviewed the administrator's notes with the Committee.
The Committee reviewed correspondence from Reading Youth Baseball coach Dave Melanson.
The Committee discussed the practice policy.
Winne recommended that Recreation delay permitting T-ball, until the other organization begin
game play (approximate date May 01). Winne explained that the first two weeks of practice was
difficult to schedule for his youth baseball team.
The Recreation Committee discussed the Sunday morning start policy.
The Committee asked Cavicchi to check with the school department regarding the loud speaker
use before 12 noon.
Connelly and the Committee discussed possible consequences for organizations found in violation
of the Sunday start policy.
Connelly recommended a sizable fine to the organization.
Downing questioned the legality of a fine.
The Committee asked Connelly to look into the legality of accessing a fine to organization's found
in violation of the Sunday policy.
Downing suggested pulling practice or game permits.
Connelly and Winne explained that pulling permits was extremely difficult.
The Committee discussed the difficulty of pulling permits.
Kaminer updated the Committee on the possibility of honoring former Committee member John
Pacino with the naming of the John Pacino Field at Washington Park.
Salter reviewed the results of the 1998 Friends of Reading Recreation Tennis Tournament.
Connelly and the Committee discussed the agreement between Babe Ruth and Pony League to
divide the program so that they do not compete with each other.
Downing asked Connelly if the Fall cross country race could be moved to the Town Forest.
Connelly and Downing will meet and map out an appropriate course.
Salter motioned to adjourn, Cavicchi seconded the motion, motion approved 7-0-0.
The Recreation Committee was adjourned at 9:45 PM.
