Wednesday, July 08 1998
The Recreation Committee meeting came to order at 7:45 PM in the Berger Room at Reading
Town Hall. Committee members in attendance included Alan Beaulieu, Kate Kaminer, Sue
Cavicchi, Dennis Lucyniak, Chris Campbell. Also in attendance was Associate Committee
member Marc Nelson, Associate Committee member Sudie Fay, and Recreation Administrator
Joe Connelly.
Cavicchi made a motion to approve the minutes of the Tuesday, June 09, 1998 meeting, Kaminer
seconded the motion, approved 5-0-0.
Committee member Jack Downing entered the meeting at 7:50 PM.
The Committee discussed the tabling of the Vice Chairperson vote from last months meeting.
Connelly and the Committee discussed the conflict of interest issue.
The Committee discussed the possible conflict of interest with nominee Dennis Lucyniak and
nominee Lorraine Salter.
Lucyniak withdrew his name from nomination.
The Committee elected Lorraine Salter as Vice Chairperson on a 6-0-0 vote.
The Committee discussed possible disciplinary actions for organizations that ignore the Sunday
start time policy.
Connelly reviewed a list of possible actions.
Cavicchi commented that Recreation should begin a paper trail detailing the Sunday policy and
possible consequences for those organizations that ignore the policy.
Cavicchi suggested that after informing each organization of the policy, a chart be kept
throughout the year to see how many times an organization was caught violating the Sunday
policy.
Lucyniak suggested that each organization sign a copy of the policy acknowledging that they have
read and understand the policy as it is written.
Fay suggested that organizations be required to give Recreation a deposit at the beginning of the
season, with the understanding that if their organization did not violate the Sunday morning policy
they would receive their deposit back at the end of the season.
The Committee discussed Fay's suggestion.
The Committee asked Connelly to draft the plan of action regarding their discussion on possible
consequences for those organizations that ignore the Sunday policy.
Connelly discussed correspondence with Little League Park abutter Mr. Leblanc. Mr. Leblanc of
14 Gardner Road asked the Recreation Committee to look into the use of the public address
system by Reading Youth Baseball.
Lucyniak stated that RYB uses the public address system three days a year; opening day, the
all-star game, and the world series.
The Committee did not see this as excessive use.
Lucyniak asked Connelly to have Mr. Leblanc call him as Director of Reading Youth Baseball.
The Committee reviewed the special field request from Reading Pop Warner to begin play at
8 AM on five Sundays for league play.
The Committee discussed this special request.
Connelly commented that without this exemption from the Sunday morning rule, Pop Warner
would be forced to play all away games or drop from the league entirely.
Lucyniak stated that the Pop Warner schedule was dictated to Reading Pop Warner from the state
organization.
Connelly commented that if the Town of Reading had more football fields other scenarios may be
able to be worked out.
Beaulieu commented the Parker Middle School may be an option for the younger divisions.
Fay asked the Committee if they discussed this request for exemption on a yearly basis?
The Committee discussed the new School Department policy regarding use of the public address
system at the Varsity Football field.
Kaminer motioned to approve the special permit for the dates requested, seconded by Cavicchi.
Downing amended the motion to read "the approval of five Sundays", taking out exact dates.
The amendment was seconded by Kaminer, approved 5-0-1.
Connelly reviewed the Administrators Notes.
Connelly reviewed the current condition of the Grant Municipal Pool. Connelly also explained the
desire of users to keep the outdoor facility open.
Kaminer updated the Committee regarding the honoring of former Recreation Committee member
John Pacino.
Connelly reviewed conversations with the Reading United Soccer Club.
Committee member Jack Downing asked if a tile drain system existed at Castine Field? If not
could one be placed at Castine Field?
Connelly will contact the Department of Public Works regarding this issue.
Connelly and the Recreation Committee presented former Committee Chairperson Chris Campbell
with a plaque thanking him for his two years of dedication and service.
Kaminer motioned to adjourn, Cavicchi seconded the motion, motion approved 6-0-0.
The Recreation Committee was adjourned at 8:50 PM.
